PUBLIC HEARING
OCTOBER 19, 2010
The Clermont Fire Commissioners held a public hearing to hear information on the 2011 Fire District Budget on Tuesday, October 19, 2010 at 7:00 P.M. at the Town Hall. Those present were Chairman Ronald Rifenburgh, Commissioner Charles Larsen, Commissioner Mark Schiller, Commissioner Raymond Bauer, Commissioner Harry Harned, Treasurer Denise Fiore, First Assistant Chief Bruce Potts and Robert Desmond.
Chairman Rifenburgh opened the public hearing on the 2011 Budget.
The proposed budget was reviewed. The amount to be raised by taxes is $154,725.00. The total budget is $164,725.00 Decrease of a little less than $5000.00 from 2010. Chairman Rifenburgh is happy that we can reduce this budget because of the difficulties people are having at this time. Commissioner Larsen stated that the grant that we received helped and we have $6000.00 left to transfer. There were no further comments from the Commissioners.
Bob Desmond asked where in the budget the money paid to Milan for coverage comes from. This comes from the contractual expense. He asked if the LOSAP program is the line item for state retirement. It does appear on that line in the budget. He also asked if the amount for fire protection in Livingston’s budget for Clermont goes directly to the Fire District. It does. Livingston’s Fire District budget is $309,183.00 for Livingston, $78,922.00 for Gallatin’s coverage and $20,788.00 for Clermont’s coverage. Mr. Desmond stated that the tax levy for the fire district is more than the town’s.
The hearing was closed at 7:10 P.M. on a motion made by Commissioner Larsen, seconded by Commissioner Bauer.

The minutes of the September meeting were approved on a motion made by Commissioner Larsen, seconded by Commissioner Schiller. All in favor. So carried.

MOTION: A motion was made by Commissioner Schiller, seconded by Commissioner Harned to approve the treasurer’s report. All in favor. So carried.
COMMUNICATIONS:
- Treasurer Fiore contacted the NYS Comptrollers office regarding a new state law and financial management system requiring a W-9 form be filed with the state because we did receive funds from the state.
- Commissioner Larsen received letters from Selective Insurance regarding withdrawing our insurance claim for damage to Station #1.
- Livingston Fire District Budget and notification of public hearing and meeting date.

BUILDINGS AND GROUNDS: Commissioner Larsen/Commissioner Bauer
- Darryl Millus has painted the damaged side of the building and Chairman Rifenburgh reported that he did a good job. Commissioner Larsen also agreed.
INSURANCE: Commissioner Larsen/Commissioner Bauer

FIRE EQUIPMENT: Commissioner Schiller/Commissioner Bauer
- Hose and Ladder tests have been completed. Chairman Rifenburgh took the truck and observed the process. The hoses have been numbered by size, test and status. One section of hose did fail and he will cut off ends so that it cannot be used. It took about six hours to do the tests. The ladders have heat sensors on them so that if they do come into contact with heat, the sensors will change color. The flow test from MES was received on the self-contained breathing apparatus (SCBA).
LOSAP: Commissioner Harned/Commissioner Schiller
- The forms for the Service Fee agreement from Penflex were signed by the Chairman and no audit was requested.
MOTION: A motion was made by Commissioner Larsen, seconded by Commissioner Harned to file the form with Penflex with no audit request. All in favor. So carried.
LAWS AND POLICIES: All Commissioners
A partial report of the protocols and policies was submitted for review. The Commissioners will review this portion and report any changes/corrections.
OLD BUSINESS:
- MOTION: A motion was made to transfer $6,936.00 back into the reserve fund balance by Commissioner Larsen, seconded by Commissioner Harned. All in favor. So carried.
- Siren at Station #2: Chairman Rifenburgh will contact John Blaz about setting pole at Station #2 for the siren. Commissioner Larsen will contact Leonard Communications when he knows the pole is set.
- Truck #601 air horn is fixed.
- Deadline for filing a letter of interest for election of Fire Commissioners is November 24th. Commissioner Harned’s term expires and he is interested.
- The Fireman’s banquet was held on October 16th. We will need a bill from the Fire Company.
NEW BUSINESS:
- Commissioner Bauer got in touch with the company that owns the clothing container at Station #1 and they are supposed to come and get it.
- Carol Staats asked if a few cars could be parked at Station #1 when a group goes on a bus trip. It was agreed that it was okay.
- Truck #604: A transfer switch needed to be fixed and it has been. Direct fill valve bracket broke and has been fixed. A rear seal on front axle blew out and has been repaired. Commissioner Larsen asked if these things are checked when the trucks are serviced. Chairman Rifenburgh said that Ralph checked these in March and there were no problems. Commissioner Bauer asked if the system should be flushed but it was decided it was not necessary.
- Six new fire police radios have been received.
- Received the extrication and firefighters gloves and they were given to Captain and Lieutenant to give out to the most active members.
- Have not received the two lengths of suction and twelve helmet lights from VRS sales.
- We received some donated Furniture at Station #1 but we need to get rid of something else. Chairman Rifenburgh will get in touch with Edward Dewitt to pick up. Bob McCarthy has completed the countertop and when the old desk is cleaned out that should be taken out also.
- The Election of Fire Commissioners will be held on Tuesday, December 14th from 6:00 P.M. to 9:00 P.M.
- A motion was made by Commissioner Larsen, seconded by Commissioner Harned to adopt the budget for 2011 as presented. All in favor. So carried.
CHIEFS REPORT:
First Assistant Chief Bruce Potts reported on the following:
- 9/1/10 - Alarm activation at Carmelite Sisters
- 9/1/10 – Alarm activation at Carmelite Sisters
- 9/17/10 – AAPI on Route 9, south of County Route 6
Drill was held at the airport on 9/27/10 on a car fire.
- Chairman Rifenburgh said that when the hose test was done, they used turntables to repack the hose. It made the job easier. He suggested that if First Assistant Chief Potts has an officers meeting before the next meeting that they decide what other equipment is needed
- Ice Rescue: Livingston and Germantown will be having a class in January.
- A membership application was received by the Fire Company for Fred Gooderham. He has been a member of Shandaken Fire Company for twenty years. A motion was made to accept Fred Gooderham by Commissioner Larsen, seconded by Commissioner Schiller. All in favor. So carried.
- Chairman Rifenburgh gave an application to Edward Moore’s son but it has not been returned.
INVOICES: Commissioner Harned made a motion to pay the bills, seconded by Commissioner Schiller. All in favor. So carried.
PUBLIC COMMENT:
Bob Desmond said that a letter may be sent to Germantown regarding the oversight of not inviting Clermont Fire Company to the 300th Celebration parade in Germantown.
The next meeting will be Monday, November 15th at 7:00 P.M.
A motion was made to adjourn by Commissioner Harned, seconded by Commissioner Bauer at 8:00 P.M.
