CLERMONT FIRE COMMISSIONERS
DECEMBER 20, 2010
The Clermont Fire Commissioners held their regular meeting on Monday, December 20, 2010 at 7:00 P.M. at the Town Hall. Those present were Chairman Ronald Rifenburgh,
Commissioner Charles Larsen, Commissioner Mark Schiller, Commissioner Raymond Bauer, Treasurer Denise Fiore, First Assistant Chief Bruce Potts, Jim Potts, Robert Desmond and Charlie Schultz, Milan Fire District. Commissioner Harry Harned was absent.
Chairman Rifenburgh opened the meeting with a salute to the flag.
MINUTES:
A motion was made by Commissioner Larsen, seconded by Commissioner Schiller to approve the minutes of the November 15th meeting. All in favor. So carried.
TREASURERS REPORT:
Treasurer Denise Fiore gave the following report:

Proposed December invoices $10,496.39

A motion was made by Commissioner Schiller, seconded by Commissioner Bauer to approve the Treasurer’s report. All in favor. So carried.
Commissioner Larsen asked if we had paid for the LOSAP program this year. Treasurer Fiore will call tomorrow as it appears we have not paid this year.
A motion was made by Commissioner Larsen, seconded by Commissioner Schiller to pay Penflex for the LOSAP program. All in favor. So carried.
COMMUNICATIONS:
- The Livingston Fire Districts year end meeting will be held on December 28th at 7:00 P.M.
- Livingston Fire District elections results – Elected David Perotti for a five year term with 17 votes.
- Firehouse Software confirmation of support contract renewal.
- Office of Emergency Management regarding FEMA 1827 DR NY for reimbursement from December 2008 Storm damage. Records must be kept for three years.
- Hubbinette-Cowell Associates regarding LOSAP program
- Penflex – Data request package for 2010
- RBC Wealth Management account statement for November - $196,771.93
- Treasurer Fiore received a letter from the Office of the State Comptroller regarding fund account changes.
Charles Schultz from Milan Fire Department brought a contract for coverage of the Shields Road area in Clermont and oaths of office of the Milan Fire District officers, signed and notarized. The contract is for one year, 2011, in the amount of $2400.00.
Commissioner Larsen asked that Milan come to our meeting in August or September before we have the budget meeting. Mr. Schultz stated that the next contract will be for three years, but they will come to the meeting prior to the budget meetings. A motion was made to accept the contract between Clermont Fire District and Milan Fire District for $2400.00 for the period January 1 – December 31,2011 by Commissioner Larsen, seconded by Commissioner Schiller. All in favor. So carried.
Commissioner Schultz and Commissioner Rifenburgh signed copies of the contract.
BUILDINGS AND GROUNDS: Commissioner Larsen/Commissioner Bauer
- Commissioner Larsen made a motion to encumber funds for siren controls in the amount of $3368.00 from the2010 budget, seconded by Commissioner Bauer. All in favor. So carried.
- Commissioner Larsen asked that a thank you note be sent with check to Darryl Millus for painting Station #1.
- Received an estimate for floor to be painted at Station #1 for $6000.00 from Darryl Millus.
INSURANCE: Commissioner Larsen/Commissioner Bauer
- No report
FIRE EQUIPMENT: Commissioner Bauer/Commissioner Schiller
- Commissioner Schiller checked the exhaust on M60 and it looked like it was fixed. There have been reports of fumes.
- Commissioner Rifenburgh put three new batteries on Truck #604. Timer was set to run all the time and ran the batteries dry.
- Monitor at Station #2 when turning on lights, only static is heard. Will replace with a plectron.
LOSAP: Commissioner Harned/Commissioner Schiller
- Commissioner Schiller will meet with Commissioner Harned on LOSAP program
LAWS AND POLICIES: All Commissioners
- A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to print and bind copies of the operating procedures.
OLD BUSINESS:
- Chairman Rifenburgh announced that there will be a meeting on Ice Rescue with Livingston, Germantown and Churchtown Fire Departments on December 21st at 6:30 P.M. The cost of the Ice Rescue course to each department will be decided by the total number in the class divided by the number present from each department. The course will be held January 15th and 16th.
- Helmet lights came in for helmets.
- The hose reel did not get ordered look at for next year.
- Fuel nozzle at Station #2 was frozen. Jim Potts fixed it but it has to be replaced. Fuel has been treated.
NEW BUSINESS:
Ice Rescue Equipment was received. Competitive prices are on file for the ice rescue equipment.
CHIEFS REPORT:
In the absence of Chief Saulpaugh, First Assistant Chief Bruce Potts gave the report.
There were three calls for the month of November.

11/20/10 –Lift Assist on East Camp Road
11/20/10 – Alarm Activation on Pleasantvale Road.

11/2/10 – Work Detail – Winterizing Pavilion
11/16/10 – Work Detail – Put up plywood for Siren at Station #2
11/22/10 – Smoke (Airport)
A motion was made by Commissioner Schiller, seconded by Commissioner Larsen to pay the bills. All in favor. So carried.
The secretary read a letter of resignation from Chairman Ronald Rifenburgh as Commissioner of the Board of Clermont Fire Commissioners effective December 31, 2010 in order to serve as Chief of the Clermont Fire Company.
Commissioner Larsen, Deputy Chairman asked if we want an earlier meeting date in January or do we want to use our regular meeting date. The regular meeting date was decided with the organizational meeting beforehand - January 17th at 6:45 P.M.
A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to adjourn at 8:00 P.M. All in favor. So carried.
