CLERMONT FIRE COMMISSIONER
FEBRUARY 21, 2011
The Clermont Fire Commissioners held their regular meeting on Monday, February 21, 2011 at 7:00 P.M. at the Town Hall. Those present were Chairman Mark Schiller, Commissioner Charles Larsen, Commissioner Laurence Saulpaugh and Commissioner Raymond Bauer. Commissioner Harry Harned was absent. Chief Ronald Rifenburgh and Robert Desmond were also present.
MINUTES:
Regular Meeting: Commissioner Larsen noted a correction to the January minutes of the regular meeting on page 2 under Insurance. Our policy is a three-year agreement but does not expire until next year at the end of February. A motion was made by Commissioner Larsen to accept the minutes with correction, seconded by Commissioner Saulpaugh. All in favor. So carried.
Organizational Meeting: A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to accept the Organizational minutes. All in favor. So carried.
TREASURERS REPORT:
The Secretary read the Treasurers report as follows:

A motion was made to accept the Treasurers Report by Commissioner Saulpaugh, seconded by Commissioner Bauer. All in favor. So carried.
CORRESPONDENCE:
- Received alarm registration from for alarm at Station #1. We are exempt from the registration fee.
- Account Statement from RBC Wealth Management for January in the amount of $248,498.63.
- Firemen’s Association of the State of New York
BUILDINGS AND GROUNDS: Commissioner Larsen/Commissioner Bauer
- Commissioner Larsen said there were concerns about the snow on the roof at Station #1, he did turn the heat up to help melt the snow on the roof and it seemed to help.
INSURANCE: Commissioner Larsen/Commissioner Bauer
- Commissioner Larsen reported that he received the renewals and the insurance went up 4%, $59.00 in total. The total premium for commercial, bond and accident and sickness policy is $10,651.89 of which the Fire Company portion is $2,663.31. This will be deducted from the Fire Company lease payment. There was discussion on the terrorism coverage for $219.00, which is included in the policy. This can be rejected within the first 30 days. A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to follow what we did last year, whether we kept the coverage or cancelled. Commissioner Larsen will call Kleeber to find out.
- Beneficiary forms for Ladies Auxiliary will be given to Auxiliary president Tammy Connolly. A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to accept the policy from Kleeber Agency. All in favor. So carried.
FIRE EQUIPMENT: Commissioner Bauer/Commissioner Saulpaugh
- Commissioner Bauer noted that truck servicing is coming up in April. He suggested using filters with additive on the trucks. M60 and Truck #604 will be going in for repair. Pump tests and service should be done on Truck #604.
- When the diesel fuel tank is full, the Chief will add additive.

OLD BUSINESS:
- We received the grant money transfer to open reserve fund account. A motion was made by Commissioner Larsen, seconded by Commissioner Bauer. All in favor. So carried.
NEW BUSINESS:
Commissioner Saulpaugh has received information on solar panel installations. When a solar panel unit is installed on a property, the fire company should be notified that there is an alternative source of power. Commissioner Larsen has inquired and there is a National Law that Fire Chief’s are to be notified of alternate source of power. There should be a placard next to the meter. Also, it was felt that 911 have alarm systems registered and they should have this information in their system, as well.
CHIEFS REPORT:
There were seven calls for January 2011 as follows:
1/10/11 – AAPI/Car Fire – State Route 9G
1/17/11 – CO2 Alarm Activation – Moore Road
1/18/11 – Assist/ Rescue Call – Woods Road
1/19/11 – Tree on Wires – Woods Road, south of Jug Road
1/19/11 – Tree branch on wires
1/27/11 – Mutual Aid – Tivoli Fire Dept.
1/29/11 – AAPI – 1795 State Route 9
Drill: Firefighter Safety – 1 hour; CO Detectors/Thermal imaging – 1.25 hours – 14 firefighters attended.
A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to accept the Chief’s report for January. All in favor. So carried.
- The Chief asked about the $1000.00 out of this years budget which he thinks should be from last year’s budget.
- The Chief would like to order 12 more safety vests so that everyone has one in sizes 3X and 4X. They are $42.00 each. Also, two additional helmet lights at $120.00.
A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to approve the purchase of 12 safety vest at $42.00 each and 2 helmet lights at $120.00
- The Chief reported that several firefighters attended a fire school at East Greenbush for three hours on tactical command on getting first line in. There will be an inside drill on structure fires, car accidents, etc.
- Commissioner Larsen was mistaken at the last meeting when he thought we had only $3000 to pay the months bills. We did have enough to pay all the December bills.
- The final truck payment will be made in March for $22,301.85.
INVOICES:
A motion was made to pay bills by Commissioner Larsen, seconded by Commissioner Bauer. All in favor. So carried.
PUBLIC COMMENT:
Bob Desmond: It was stated that there is no permit for solar panels on a roof, but they do need a permit from the Building Inspector but not a special permit from the ZBA.
Secretary Mary Helen Shannon thanked the Fire Company and the Fire District for assisting family members at two accident scenes recently.
The fire company thinks it should renegotiate on the lease with the Fire District, but the terms of the lease say that after 5 years it cannot be renegotiated.

- Received acknowledgements for receiving Standard Operating procedures
- Received letter from Fred Lang that he would like to be inactive due to health reasons.
- Received course certifications for Fred Gooderham and Evan Decker for filing.
A motion was made to adjourn at 8:05 P.M. by Commissioner Larsen, seconded by Commissioner Saulpaugh. All in favor. So carried.
