CLERMONT FIRE COMMISSIONERS

MARCH 21, 2011

The Clermont Fire Commissioners held their regular meeting on Monday, March 21, 2011 at 7:00 P.M. at the Town Hall. Those present were Chairman Schiller, Commissioner Laurence Saulpaugh, Commissioner Raymond Bauer, Commissioner Charles Larsen, Commissioner Harry Harned, Chief Ronald Rifenburgh and Treasurer Denise Fiore.

MINUTES:  Treasurer Fiore noted a correction in the February minutes: The Capital Reserve Fund total should be $63,305.20. Commissioner Larsen made a motion to accept the minutes with correction, seconded by Commissioner Bauer. All in favor. So carried.

Treasurers Report: March 21, 2011

Total invoices paid in February $19,296.82

A motion was made by Commissioner Harned, seconded by Commissioner Larsen to accept the Treasurer’s report. All in favor. So carried.

COMMUNICATIONS:

  • Fire District Affairs – February/March 2011
  • RBC Wealth Management statement for February - $250,394.99

COMMITTEE REPORTS:

BUILDINGS AND GROUNDS: Commissioner Larsen/Commissioner Bauer

  • No report

INSURANCE: Commissioner Larsen/Commissioner Bauer

  • Commissioner Larsen reported that after the discussion last month regarding the terrorism coverage in our policy, he contacted Kleeber Agency and the terrorism coverage was included in last year’s coverage. We did not cancel that portion of the policy. A Governmental Insurance Disclosure statement will be filed.

FIRE EQUIPMENT: Commissioner Bauer/Commissioner Saulpaugh

  • Ralph’s serviced truck #601, #603 and #604 and M60. Discussed the possibility of going into a filter program for truck servicing.
  • The Chief reported putting two new batteries in M60 for $80.00 each.

LOSAP: Commissioner Harned/Commissioner Saulpaugh

  • Commissioner Harned submitted working lists for calls, meeting, training, etc. for the points system. There was discussion on the percentage of calls as set up in the standard operating procedures. At present there are no points given for anything less than 10% of the calls as was in the past, and one member had 5 calls which is below the 10%. After discussion, a motion was made by Commissioner Larsen, seconded by Commissioner Saulpaugh to change the points system for calls. RESOLUTION NO. 12 OF 2011 will read "if a person makes between 1-4% of calls - 5 points are awarded, between 5 – 9% - 12 points, and 10% of calls - 25 points. Page 70 will be amended in the SOP’s. Their were nineteen members who made the required 50 points for 2010. A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to approve the list as corrected. Commissioner Harned abstained as he completed the forms. Motion passed.
  • Also discussed medically active vs. inactive status. The SOP’s currently state that you must be an active member to earn credit for the year. Chairman Schiller asked if we should make a notation that a medical leave of absence will not be considered active duty. All in favor. So carried. This will also be amended in the SOP’s, page 64.

LAWS AND POLICIES: All Commissioners

  • Procurement Policy: Changes to the procurement policy to be made based on value changes according to section 104-b of the General Municipal Law. The Commissioners tabled this until next month for review.

OLD BUSINESS:

  • Commissioner Larsen and the board discussed the floor at Station #1, which is to be painted. It should be sanded and will take weeks to be done. He will get at least two proposals for the May meeting. The Chief suggested using a non-slip paint because those floors can be slippery when wet.
  • The Treasurer reported that she has been in contact with our accountant and we have received an extension until May 31st for our audit.
  • There is no local training for Commissioners, scheduled; New Paltz is the closest training.

NEW BUSINESS:

  • Commissioner Larsen asked if there were any new fire schools scheduled and there are none.

There were eight calls for the month of February:

2/24/11 – Smoke Investigation – 1123 County Route 6

  • Commissioner Larsen asked if there were times when NDP could find assistance for listing from their own when they know they will be making a return trip with a patient.
  • The Chief reported that on Truck #604 the reel blow out valves are leaking back into the tank. He will get quotes for new valves from Ralph Torchia.
  • At the Officers meeting they have asked for a new trash pump and new pressure washer. The trash pumps from Keils are $1250.00 for 3 inch, Columbia Tractor, $998.00 for 3 inch. Quotes for an electric pressure washer, 1200 PSI by Karcher from PBS Brake and Supply, $2200.00, Air Compressors Plus, $2900.00

MOTION: A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to authorize the Chief to purchase a trash pump from Columbia Tractor and pressure washer from PBS Brake and Supply, the lowest quotes. All in favor. So carried.

MOTION: After discussion, a motion was made by Commissioner Harned, seconded by Commissioner Larsen authorizing the Chief to provide an incentive for drills not to exceed $500 per year. All in favor. So carried

  • Received a letter from the Columbia County Fire Coordinator thanking the volunteers for all their effort during the recent storms, flooding and power outages.
  • The excess hose, tanks and valves will be put on the Chiefs Association website or Craigs list.
  • CO detector was calibrated.

A motion was made to pay the bills including the CIA invoice by Commissioner Harned, seconded by Commissioner Saulpaugh. All in favor. So carried.

A motion was made to adjourn at 8:25 P.M. by Commissioner Harned, seconded by Commissioner Larsen.
