CLERMONT FIRE COMMISSIONERS
MAY 16, 2011
The Clermont Fire Commissioners held their regular meeting on Monday, May 16, 2011 at 7:00 P.M. at the Town Hall. Those in attendance were Chairman Mark Schiller, Commissioner Raymond Bauer, Commissioner Laurence Saulpaugh, Commissioner Harry Harned, Commissioner Charles Larsen and Treasurer Denise Fiore. Also present were Chief Ronald Rifenburgh, First Assistant Chief Bruce Potts and Robert Desmond.
MINUTES: A motion was made to accept the minutes of the April meeting by Commissioner Harned, seconded by Commissioner Saulpaugh. All in favor. So carried.
TREASURERS REPORT: April 2011

MOTION: A motion was made to accept the Treasurers report by Commisisoner Larsen, seconded by Commissioner Saulpaugh. All in favor. So carried.
COMMUNICATIONS:
- Federal Communication Commission letter on Compliance with narrow banding. It was discussed and there is a possibility that the County will be able to help with the purchase of radios.
- RBC Wealth Management Account for April - $255,182.73
- Resolution No. 13-2011 – Changes were made to the procurement policy to comply with Section 103 of the General Municipal Law. This was voted on at last months meeting, but presented tonight in final form.
COMMITTEE REPORTS:
BUILDINGS AND GROUNDS: Commissioner Larsen/Commissioner Bauer
- Awaiting bids on the floor for Station #1.
INSURANCE: Commissioner Larsen/Commissioner Bauer
- Commissioner Larsen has received information that his liability insurance was going to increase 10% in July, so we might see an increase.
FIRE EQUIPMENT: Commissioner Bauer/Commissioner Saulpaugh
- No Report
LOSAP: Commissioner Harned/Commissioner Schiller
- The 2010 list of fire fighters calls, etc. was posted for the required number of days at the firehouses and certifications will be signed and sent in to Penflex.
- Members did receive copies of the amendments to the SOP’s at last month’s fire company meeting.
LAWS AND POLICIES: All Commissioners
- Procurement Policy was discussed previously
- Chairman Schiller will look into prevailing wages for any work that we may have done.
OLD BUSINESS:
- Commissioner Bauer got a quote of $250.00 for the yearly inspection by Commercial Instruments for the alarm. A motion was made to authorize Commissioner Bauer to call alarm company and have them come out and do inspection by Commissioner Bauer, seconded by Commissioner Larsen. All in favor. So carried.
- Commissioner Harned has to take the course for Fire Commissioners and there is no local class. He would like to take the course on-line but they require $100.00. A motion was made to allow Commissioner Harned to take the training online by Commissioner Larsen, seconded by Commissioner Bauer. All in favor. So carried.
NEW BUSINESS:

CHIEFS REPORT:
- There were 6 calls for April:
4/8/11 – Structure fire – Route 9
4/8/11 – Mutual aid (Germantown) – Woods Rd/Cheviot Road
4/10/11 – Smoke Investigation- Route 9 and Pleasantvale Road
4/21/11 – Standyby for Tivoli
4/25/11 – AAPI – Route 9G, South of Cemetery Road
4/28/11 – Tree on wires – County Route 8 and Hogtrough Road
The drill for the month was on 4/25/11 on OSHA training, portable pond, hand lines and tanker shuttle. Twenty firefighters attended the drill.
The Chief reported that:
- Portable pond has been repaired by two firemen.
- Chief Rifenburgh, First Assistant Chief Bruce Potts, Second Assistant Chief McCarthy and Captain Evan Decker will attend the Chiefs show at Turning Stone on Thursday, June 16th.
- The Chief would like to order turntable for hose.
- They will be holding a drill at Clermont State Park by the mansion.
- This fall would like to replace Truck #602 with a mini/rescue. This would be a truck that will hold your tools. We have finished paying for the other truck and there is money in the reserve. It could go to bid this year and you would receive it next year.
- The portable pump has not been received.
MOTION: A motion was made by Commissioner Harned, seconded by Commissioner Bauer to accept the Chiefs report.
MOTION: A motion was made by Commissioner Harned to approve payment of the May invoices, seconded by Commissioner Larsen. All in favor. So carried.
PUBLIC COMMENT:
- The Chief reported that diesel at Station #2 is getting low but he will wait to order because price may be coming down.
AUDIT:
- The accountant has filed the Annual Financial report with the NYS Comptrollers office and has provided a summary of cash balances, cash receipts and cash disbursements for the year 2010. He has found all records to be in good order and deposits and cash disbursements have been made in a timely manner. Commissioner Larsen asked a question about spending limitation in audit. Treasurer Fiore will check with auditor.
MOTION: A motion was made by Commissioner Harned, seconded by Commissioner Saulpaugh to accept the reports. All in favor. So carried.
A motion was made to adjourn at 7:45 P.M. by Commissioner Harned, seconded by Commissioner Larsen. All in favor. So carried.
