CLERMONT PLANNING BOARD
SEPTEMBER 14, 2011
The Clermont Planning Board held their regular meeting on Wednesday, September 14, 2011 at 7:30 P.M. at the Town Hall. Those present were Chairman Larry Saulpaugh, Clayton Andrus, Nancy Sperry, Brenda Case, Jennifer Phillips and Thomas Jantzen. Aldo Dusman was absent. Others present were Robert Desmond and Town Engineer George Schmitt.
Chairman Saulpaugh opened the meeting. A motion was made by Clayton Andrus, seconded by Nancy Sperry to approve the minutes of the August meeting. All in favor. So carried.
MARY JANE FUCHS: Robert Zimmerman representing Mary Jane Fuchs came before the board. Mrs. Fuchs is seeking to subdivide a parcel of 1.58 acres on the north side of Cedar Hill Road, which is deeded with 90 acres more or less on the south side of Cedar Hill Road. An area variance has been granted from the Zoning Board of Appeals for the undersized lot, which was pre-existing with a residence. A letter was also received that the building inspector can issue a building permit. Mr. Zimmerman submitted maps and a copy of new deed. He will mail certified letters and Mrs. Fuchs will pay fees of $525.00. A public hearing will be set for October 12th at 7:30 P.M.
GARY AND LINDA DELAURENTIS: Chairman Saulpaugh spoke about the site on Commons Road where the Delaurentis’ wanted to subdivide. The only right of way on the south of the former Don Delaurentis parcel does not connect to Gary and Linda’s parcel and the right of way to the west is reserved for Scott Delaurentis property. There does not appear that there is any possible way to have access from a town road for this subdivision.
TYSON KREIG: Mr. Kreig would like to buy property on County Route 6, formerly owned by T. Garcia, which was a two family when constructed, converted to a one family two years ago, and he would like to convert it back to a two family. It is on a small lot. There are currently five bedrooms but he will have two bedrooms in each apartment. Jennifer Phillips asked about the septic system and when it may have been put in and if it would be adequate. Mr. Craig is reducing the number of bedrooms from five to two in each apartment. George Schmitt said a septic is based on the number of bedrooms. Larry asked about the parking because we don’t want cars backing out onto road. Mr. Kreig said they do have a horseshoe driveway and there is a parking area. Tom asked if parking can be improved but it was determined that the lot is only one quarter acre so may be too small. The board asked Mr. Kreig to bring a diagram to next months meeting.
Robert Desmond spoke about the new zoning ordinance which was handed out tonight to members. The zoning map is going to be redone, changing certain aspects of it and adding new roads. The Nevis hamlet is being discussed to reduce the size of it and let some revert back to farmland in the two-acre zone. He passed out maps showing what is proposed to come out of the hamlet. In most cases, the uses would be the same. We are not required to notify everyone who is affected by this change, but letters will be going out. Jennifer Phillips asked about soil. Larry said there is good rocky soil in the hamlet area. Tom Jantzen agreed. Tom asked is it was ever considered to do away with the hamlet. It was discussed in the past and also to have a Hamlet 2 zone. Bob will request approval from the Planning Board on changes to the Hamlet.
There was further discussion on Tyson Kreig’s request. He will be given an application and asked to check with Health Department for septic.
A letter was read from Nancy Sperry resigning her position on the board, effective this month, as she is moving from the area. The Chairman and board members appreciate her service to the Planning Board and Town of Clermont.
A final motion was made by Nancy Sperry to adjourn, seconded by Jennifer Phillips. All in favor. So carried.
