CLERMONT FIRE COMMISSIONERS
NOVEMBER 21, 2011
The Clermont Fire Commissioners held their regular meeting on Monday, November 21, 2011 at 7:00 P.M. Those in attendance were Chairman Mark Schiller, Commissioner Charles Larsen, Commissioner Raymond Bauer, Commissioner Laurence Saulpaugh and Commissioner Harry Harned. Also present were Treasurer Denise Fiore, Chief Ronnie Rifenburgh and Robert Desmond.
Chairman Schiller opened the meeting with a salute to the flag.
MINUTES:
A motion was made by Commissioner Larsen, seconded by Commissioner Saulpaugh to approve the minutes of the October meeting. All in favor. So carried.
TREASURERS REPORT:

A motion was made to accept the Treasurer’s report by Commissioner Larsen, seconded by Commissioner Saulpaugh. All in favor. So carried.
CORRESPONDENCE:
- Fireman’s Association of New York – Applications for Firefighter of the Year award, Fire Service Community Achievement Award and Volunteer Scholarship
- RBC Wealth Management Account Statement for October - $271,393.50
- State Registry of Police and Peace Officers Annual Validation – Chairman Schiller will send this in.
- Kleeber Insurance Policy deleting the 1975 International.
- Election of Commissioners and Mandatory Referendum – A letter was submitted by Laurence Saulpaugh for the five-year term of Commissioner. The secretary got the list of parcels/owners in the Livingston Fire District and will cross-reference them to the list of registered voters in the Clermont Fire District. Sample ballots have been prepared for the election and Tracey Gallant will be the election clerk.
- Commissioner Larsen reported that the District did receive a grant of $6500.00 for the hydraulic rescue cutting tool applied for from The Alexander and Marjorie Hover Foundation. A thank you will be sent.
BUILDINGS AND GROUNDS: Commissioners Bauer and Larsen
- Commissioner Bauer has inquired about blacktopping for Station #1, but has not gotten a price. This will have to be done in the spring.
INSURANCE: Commissioners Bauer and Larsen
- Commissioner Larsen reported that a check was received from Kleeber Insurance for reimbursement for 1975 International in the amount of $251.00.
LOSAP: Commissioner Harned
- Commissioner Harned has asked Ed Houlihan of Penflex if he can come to the December meeting to explain our options but Commissioner Harned needs to confirm the time. Commissioner Harned will tell him 6:30 P.M. prior to the regular meeting on December 19th.

OLD BUSINESS:
- Chairman Schiller sent an email to Jay of Tyler Equipment with questions on their bid for the brush truck. The Commissioners went to look at a truck, which is similar to what we are looking for. There are still some more questions to ask. There are discrepancies in the specs and questions. The Chief wonders if it is acceptable for Tyler to change their bid now that it has been submitted. Commissioner Larsen will ask our attorney what is our legal obligation to request a change in the specs and can we ask for changes to specs, which are going to affect the bid. Also, would we have to accept the second bid?
- The Chief will check the valve on Truck #603 on the passenger side, which was reported to be hard to open.
- The bushes next to Station #1 have been trimmed by the Deckers as was requested.
NEW BUSINESS:
- Form for RBC for taxpayer ID and tax certification was received and will be completed.
- Treasurer Fiore received notice from the NYS Comptrollers office regarding the property tax cap. She will follow-up on this with the Comptrollers office.
- A letter should be written to Michael Moore that he is no longer a member because he has not met his probationary terms effective immediately. The first of the year, letters will be sent out to other members whose status is inactive.
- Commissioner Larsen has told Kleeber Insurance that we will have to go out to bid for the insurance next year.
- Treasurer Fiore would like to check with the Bank of Greene County on their rates, because if we have to get a bond, we might be able to get a better rate.

- Chief reported that the new cutter is on M60. Will be drilling next week with new system. We are going to receive a $750.00 credit for old cutter. Updated to new technology, which cost $404.25. A credit was received for $404.25 for the update.
- Requested four new stream light flashlights that clamp on coat to replace four lanterns at $120.00 per piece.
- Saws All (electric) was purchased for $99.00.
- Rescue Tool is a battery cutter, cable cutter, spanner and can be used for forcible entry, etc.
- The Chief will purchase a battery maintainer for M60.
- Pressure relief valve on truck 604 was left open at the scene of the recent fire, so water was able to run back out.
Commissioner Larsen suggested that we carry over the unexpended contractual balance for gear if grant is not received next year.
A motion was made to accept the Chiefs report by Commissioner Harned, seconded by Commissioner Larsen. All in favor. So carried.
A motion was made to pay the bills as presented by Commissioner Harned, seconded by Commissioner Saulpaugh. All in favor. So carried.
PUBLIC COMMENT:
- Bob Desmond thinks that the specs for the new truck should be redone.
A motion was made to adjourn by Commissioner Harned, seconded by Commissioner Bauer at 8:25 P.M. All in favor. So carried.
