CLERMONT FIRE COMMISSIONERS
JANUARY 16, 2012
The Clermont Fire Commissioners held their regular meeting on Monday, January 16, 2012 at 7:00 P.M. following the organizational meeting. Those in attendance were Commissioner Mark Schiller, Commissioner Charles Larsen, Commissioner Laurence Saulpaugh, Commissioner Raymond Bauer and Commissioner Harry Harned. Also present were Chief Ronald Rifenburgh, Treasurer Denise Fiore and Robert Desmond.
MINUTES:
A motion was made by Commissioner Larsen to accept the minutes of the December 19, 2011 meeting, seconded by Commissioner Harned. All in favor. So carried.
A motion was made by Commissioner Larsen to accept the minutes of the January 10th special meeting, seconded by Commissioner Saulpaugh. All in favor. So carried.
TREASURER’S REPORT:
Total amount of December invoices paid $4,697.74
Proposed January invoices $7,790.38

At last months meeting, Commissioner Larsen estimated that we would have more money to move into reserve funds. He made a motion to rescind the amount from last month’s motion and carry over the amount from per the treasurer’s report, seconded by Commissioner Saulpaugh. All in favor. So carried.
A motion was made by Commissioner Larsen to accept the treasurer’s report for January, seconded by Commissioner Bauer. All in favor. So carried.
CORRESPONDENCE:
- Received title from DMV for 1975 International. It will be signed and given to Joe Palumbo.
- Received estimate from Waterway for hose testing and ground ladder testing in the amount of $2,279.00
- RBC Wealth Management account balance for December - $265,611.70
- Association of Fire District on Commissioners training
- RBC Wealth Management new member of service team, Gary Mazzarella.
- Letter from McNeil & Company that carrier for Accident and Sickness Program will be changed to Arch Insurance Company effective 3/1/12.
- Treasurer Fiore received a letter from the Comptroller regarding reserve for excess tax levy. She will call the accountant to find out about this.

OLD BUSINESS:
- The Chief has received all equipment that was ordered after last months meeting.
- Chairman Schiller sent a letter of support to the FCC regarding the Eger Replacement tower located on Blue Hill in the Town of Livingston.
- The secretary sent a letter to Michael Moore terminating membership in the District.
- A letter will be sent to Shawn Hegarty terminating membership for not completing probation.
- Four members will be moved to inactive status and the Chief and Officers will be getting equipment back from these members.
NEW BUSINESS:
- A motion was made by Commissioner Larsen to request G-tel Communications to post the Fire Commissioners meeting dates on the Community channel and mention that volunteers are needed, seconded by Commissioner Harned. All in favor. So carried.
- A motion was made by Commissioner Larsen to accept the quote from Waterway for hose and ladder testing and have Chief Rifenburgh set it up, seconded by Commissioner Harned. All in favor. So carried.
CHIEFS REPORT:
There were three calls for December, as follows:
- 12/7/11 – Smoke investigation, 1143 County Route 8
- 12/16/11 – Structure Fire, mutual aid to Livingston, 1357 County Route 19
- 12/23/11 – Alarm activation, 3689 Route 9G
Monthly Drill: Review of thermal imaging camera, CO detector and rescue equipment, OSHA training.
- The Chief asked the Treasurer that when the check is sent for lease to the Fire Company, if she would post a note as to what the deductions are for and how much. She has been sending copies of the bills, which she has deducted.
- The Chief asked if Tracey would keep the confirmations when she sends the Chiefs report to the State.
A motion was made by Commissioner Harned to accept the Chief’s report, seconded by Commissioner Bauer. All in favor. So carried.
- An application for Membership was received and accepted by the Fire Company for
Travis Jubin. A motion was made by Commissioner Harned to approve membership for Travis Jubin in the District, seconded by Commissioner Larsen. All in favor. So carried.
A motion was made by Commissioner Harned to pay the bills, seconded by Commissioner Bauer. All in favor. So carried.
PUBLIC COMMENT:
Bob Desmond: He has spoken to someone who had lived in town about the lack of volunteers for the fire company. It seems that people may be unaware that there is a need for volunteers and if you could contact groups of young people and they may come with each other.
The article that Mr. Houlihan wrote for the Association of Towns regarding volunteerism was very general. He thought that if the Commissioners could come up with how they would want an awards program structured, send it to him and the Town Board.
TRUCK BIDS:
There was discussion on the truck bids received. Commissioners Saulpaugh, Bauer and Larsen have reviewed the latest bids. The Chief has looked at all the bids and only SWAB and Maintainer meet the bids exactly. The Chairman will review all the bids. The Commissioners will hold a special meeting on Monday, January 30th at 7:00 P.M. to decide on the bid for the truck by a motion made by Commissioner Larsen, seconded by Commissioner Bauer. All in favor. So carried.
A motion was made to adjourn at 8:25 P.M. by Commissioner Larsen, seconded by Commissioner Harned. All in favor. So carried.
