CLERMONT TOWN BOARD
SPECIAL MEETING
APRIL 14, 2012
The Clermont Town Board held a special meeting on Saturday, April 14, 2012 at 11:00 A.M. at the Town hall to open bids for the Town Hall Insulation Project. Those present were Supervisor Raymond Staats, Councilman Robert Desmond, Councilman Edward Kahle and Councilman Evan Hempel. Councilwoman Nancy Moore was unable to attend.
Bids were solicited from Gary Dodge, William Cole and Hudson Valley Green Insulation but no bids were received from either. The RFP required blown spray insulation because that is what is required by NYSERDA and it must be soy based.
The following bids were received and opened:
- Energy Smart Insulation/A to Z Coatings:
Base bid for entire roof rafter, 5 ½ inch thickness, entire exposed area of West gable wall, 3 ½ inch thickness, exposed and or accessible areas of east gable wall, 3 ½ inch thickness - $8,970.00
Alternate #1- North and South knee walls, 3 ½ inch thickness - $3,850.00
Alternate #2 – exposed interior wall between history room and unfinished storage room, 3 ½ inch thickness. - $4,210.00
Alternate #3 – Flat ceiling area over History room, 3 ½ inch thickness - $3,990.00
- Zero Draft of CNY, Inc.:
Base bid for entire roof rafter, 5 ½ inch thickness, entire exposed area of west gable wall, 3 1/3 inch thickness, exposed and or accessible areas of east gable wall, 3 ½ inch thickness - $9,898.00.
Zero Draft Best Practices Solution:
- Dense pack cellulose in the east gable end wall and slopes of history room.
- Blow cellulose above the ceiling of the history room.
- Build a wall above the door from history room to storage area and seal with foam.
- Spray foam 5 ½ inches on the slopes in the storage area and kneewalls and 3 ½ inch on the gable end wall, west to encapsulate the ductwork and provide a more efficient solution than Alternate #1, #2 or #3 - #8,444.00.
Note: Alternates #1, #2 and #3 were not priced because they would not fit the parameters of our warranty due to the ductwork falling outside the insulation envelope.
The board is sure that the bids would be less if not for the prevailing wage and requirements by NYSERDA. We are getting 90% of a $3000.00 grant and even if we increased the grant it would only be an increase of $600.00. There was discussion of other possible alternatives to using NYSERDA funds.
A motion was made by Councilman Desmond to reject both bids and cancel the NYSERDA project because of the regulations, which add cost to the vendors, seconded by Councilman Hempel. All in favor. So carried.
A motion was made to adjourn at 11:50 A.M. by Councilman Desmond, seconded by Councilman Hempel.
