CLERMONT FIRE COMMISSIONERS
OCTOBER 16, 2012
The Clermont Fire Commissioners held the public hearing on the preliminary 2013 budget at 7:00 P.M. Those in attendance were Chairman Mark Schiller, Commissioner Laurence Saulpaugh and Commissioner Raymond Bauer. Commissioner Harry Harned was absent. Commissioner Charles Larsen passed away Monday, October 15, 2012.
Chief Ronald Rifenburgh, Treasurer Denise Fiore and Robert Desmond were also present.
Chairman Schiller called the public hearing open to discuss the 2013 final budget.
There were no questions from anyone present. There is no change to the budget from last year. The total appropriations are $165,871.00, unexpended balance of $11,000, amount to be raised by taxes, $154,871.00.
A motion was made to close the public hearing by Commissioner Bauer, seconded by Commissioner Saulpaugh. All in favor. So carried.
Chairman Schiller opened the regular monthly meeting with salute to the flag.
A motion was made by Commissioner Bauer to accept the minutes as submitted, seconded by Commissioner Saulpaugh. All in favor. So carried.

A motion to accept the Treasurer’s report as written by Commissioner Saulpaugh, seconded by Commissioner Bauer. All in favor. So carried.
CORRESPONDENCE:
- Penflex Service Award Program Service Fee Agreement – Detailing the fee schedule for 11/1/12 to 10/31/13 which was increased $75.00 over 2011. Total Fees: $3400.00.
- Selective Insurance Policy for Fire District and Ladies Auxiliary
- RBC Investment Account Statement for September - $319,236.14
- Received Livingston Fire District Budget for 2013 – Amount to be raised by taxes $342,120.00
- Fire District Commissioners Election: Letters of intent to run for Fire Commissioner is due by November 21st. Commissioner Bauer’s term is expiring on December 31, 2012. The term of office is five years. The election will be held on Tuesday, December 11, 2012 from 6 P.M. to 9 P.M. The secretary will ask two people to be the election inspectors for the election.

INSURANCE:
- The Chief reported that Kleeber has put insurance on the new truck. Commissioner Bauer suggested putting a notice in the paper for quotes on insurance.
EQUIPMENT:
- Commissioner Bauer got corrected quotes from Ralph’s Automotive on tanks for trucks. The trucks cannot be put out of service because Livingston’s trucks are going to be out of service. The Chief and Commissioners feel that it can be held off until after the lst of the year for the tank repairs/replacement.

OLD BUSINESS:
- Treasurer Fiore received paperwork from the Attorney, Christine Chale of Rapport/Meyers who handled the bonding for the truck. It included a full transcript of the proceedings leading up to the purchase, retention letter and fee schedule. She has not received an invoice yet.
- A motion was made by Commissioner Saulpaugh to accept the preliminary budget for 2013 as the final budget, seconded by Commissioner Bauer. All in favor. So carried.
NEW BUSINESS:
There was no new business to discuss.
CHIEFS REPORT:
There were four calls for the month of September:
- 9/4/12 – AAPI – 896 County Route 6
- 9/13/12 – Mutual aid Tivoli/Red Hook – 7750 Albany Post Road
- 9/18/12 – Mutual aid Tivoli – traffic control – Route 9 @ Lasher Road and Pleasantvale Road.
- 9/25/12 – Alarm Activation – 104 Mill Road
The monthly drill was held 10/25/12 on portable pond and tanker shuttle training and OSHA.
- The Chief reported that the new brush truck should arrive this week.
- The Firemen’s banquet will be held November 3rd at 6:00 P.M. at Blue Stores.
- The Iroquois dinner is October 24th in Cairo, there are five members are going.
- Photo ID’s have been done. Each member received three cards.
- The Chief will repair the sink at Station #1, which is leaking.
- There is a fire school starting October 23rd for four nights from 6:30 P.M. to 10:30 P.M. on vehicle extrication.
- The new portable pond is on Truck #604. The $1,000.00 grant from DEC will be received once they come to inspect the unit.
- The inventory will be done by the end of the year. The Chief has kept a ledger of what has been purchased and when, and also on the equipment which goes to members.
- The Chief requested $200.00 for training purposes.
A motion was made to accept the Chiefs report by Commissioner Bauer, seconded by Commissioner Saulpaugh. All in favor. So carried.
A motion was made to pay the bills by Commissioner Saulpaugh, seconded by Commissioner Bauer. All in favor. So carried.
PUBLIC COMMENT:
Robert Desmond remembered Commissioner Charles Larsen for his work on this Board.
A motion was made to approve $200.00 for the Chief for training by Commissioner Saulpaugh, seconded by Commissioner Bauer. All in favor. So carried.
A motion was made to send flowers by Commissioner Bauer, seconded by Commissioner Saulpaugh. All in favor. So carried. Treasurer Fiore will make the arrangements.
The board observed a moment of silence for Commissioner Charles Larsen.
A motion was made to adjourn by Commissioner Bauer, seconded by Commissioner Saulpaugh in memory of Charles Larsen at 8:25 P.M. All in favor. So carried
