CLERMONT FIRE COMMISSIONERS
NOVEMBER 19, 2012
The Clermont Fire Commissioners held their regular meeting on Monday, November 19, 2012 at 7:00 P.M. Those in attendance were Chairman Mark Schiller, Commissioner Raymond Bauer, Commissioner Laurence Saulpaugh and Commissioner Harry Harned.
Others present were Treasurer Denise Fiore, Chief Ronald Rifenburgh and Robert Desmond.
Chairman Schiller called the meeting to order with a salute to the flag.
Commissioner Harned noted a correction in the October minutes on page 2; it is Commissioner Bauer’s term that is expiring at the end of the year, not Commissioner Saulpaugh. A motion was made by Commissioner Bauer to accept the secretary’s report as corrected, seconded by Commissioner Saulpaugh. All in favor. So carried.
TREASURER’S REPORT:
Total amount of October invoices paid $ 4,808.30
Proposed November invoices $ 4,196.05

The Chief asked for the Darley invoice for $48.90 not to be paid as he returned the part. Also, $1500.00 was added to be paid to the Clermont Fire Company for the banquet. The November invoice totals were changed to reflect these adjustments.
A motion to accept the Treasurer’s report as amended was made by Commissioner Saulpaugh, seconded by Commissioner Bauer. All in favor. So carried.
CORRESPONDENCE:
- Central Registry of Police and Peace Officers annual validation forms to be completed by the Chief.
- Letter of Intent to run for Commissioner for a five-year term from Raymond Bauer.
- Insurance for 2012 Ford truck
- RBC Wealth Management – October statement in the amount of $316,896.54
COMMITTEE REPORTS:
- BUILDINGS AND GROUNDS:
No report
- INSURANCE:
Commissioner Bauer would like to put in a public notice in the paper for insurance bids after the first of the year.
- FIRE EQUIPMENT:
-Commissioner Saulpaugh reported that Truck #603 went in for a ball valve; next week truck #601 will go in for same.
-Commissioner Bauer said we would re-bid the tank repair after the first of the year.
-Chief said there is a light missing on the light tower, which has been fixed on the new truck. There is problem with the hydraulic motor, when starting it would trip the breaker. They replaced the 10-amp breaker with a 15 amp but it was still tripping the breaker. He has talked with SWAB and they have talked to Holmatro who thought that the generator does not have enough voltage to start it. The problem will get corrected. The pump is so loud that we will need a rear head set. Motorola wired for the radios and the rear head set. The radio on 603 is fixed.

OLD BUSINESS:
- Hot water heater has to be installed for washing machine. The Continental machine is more money but a better machine and does not have to be anchored to the floor. Soap inductor can be purchased from Continental. Most other departments have the Continental. Dexter’s machine has to be on a three-inch concrete base.
Harry made a motion to purchase the EHO30L washer from Continental and sufficient size hot water heater and have Bob McCarthy run the electrical for both, seconded by Commissioner Bauer. All in favor. So carried.
- Treasurer Fiore has checked on the website for the grant applied for, but there is no information yet.
- The Treasurer filed the 2012 Census of Local Governments.
NEW BUSINESS:
- Received a check from Chris Gilbert for $500.00 for illegal burn fine issued by DEC.
- Commissioner Harned asked if we are going to appoint a Commissioner after the first of the year. Robert Desmond told the Chairman that C.J. Larsen might be interested. Chairman Schiller also knows of someone else who might be interested.
- Milan Fire Commissioners: The secretary will request proof of insurance for 2013.
CHIEFS REPORT:
There were seven calls for October:
- 10/11/12 - AAPI – Route 9G
- 10/13/12 – CO Detector Activation – 15 Nevis Road
- 10/14/12 – Alarm Activation – 168 Pleasantvale Road
- 10/19/12 – AAPD – 204 Moore Road
- 10/20/12 – Alarm Activation – 104 Mill Road
- 10/20/12 – Control Burn/Dump – 1405 Route 9
- 10/22/12 – Alarm Activation – 694 Church Avenue
10/21/12 – Drill –Mutual aid drill at Clermont State Park with Germantown FD, Livingston FD, Greenport FD, Tivoli FD and Red Hook FD using 5 inch hose, portable ponds and tankers. Attended by 13 Firefighters.
- The Chief met with the forest ranger from DEC to inspect the portable pump, which was purchased with a grant for $1,000.00.
- At the drill held at Clermont State Park, there should have been two more tankers in the operation to keep it moving.
- On December 12th, the NYS Fire Chiefs Association will be holding a class on Modern House Fires in Millbrook. It will cost $140.00 to send firefighters to this training. A motion was made by Commissioner Harned to pay the fees for schooling, seconded by Commissioner Saulpaugh. All in favor. So carried.
- The delivery of the turnout gear has been delayed and they tell him it will be December 3rd now.
- Truck #604 will be cleaned and see if Sausbier’s can fix the cover.
- M60 is still in service but most equipment is off of it. The Chief is thinking of putting in benches and a coffeepot for firefighters to rehab if necessary at the scene.
- A truck will go to Firefighter I training at the Tower on December 12th.
- At the Accident Victim Extrication Course, 12 attended from Clermont for four nights.
A motion was made by Commissioner Harned to accept the Chief’s report, seconded by Commissioner Saulpaugh. All in favor. So carried.
A motion was made to pay the bills as presented by Commissioner Harned, seconded by Commissioner Bauer. All in favor. So carried.
Bob Desmond asked for clarification about putting out a fire even though it is a legal burn. The Chief would put it out if someone complained of the smoke because it becomes a health issue.
A motion was made to adjourn by Commissioner Harned at 8:10 P.M., seconded by Commissioner Bauer.
