CLERMONT TOWN BOARD
SPECIAL MEETING
JANUARY 12, 2013
The Clermont Town Board met on Saturday, January 12, 2013 to interview candidates for the Zoning Board of Appeals, Board of Assessment Review, Data Collection and to review the books of the Town Clerk, Town Justices, Tax Collector and Town Supervisor at 10:00 A.M. at the Town Hall. The Board also reviewed Town Policies.
Those present were Supervisor Raymond Staats, Councilman Robert Desmond, Councilwoman Nancy Moore, Councilman Evan Hempel and Councilman Edward Kahle. Also attending were Kris Gildersleeve, John Rusconi, Lee Gallant, Justice Clerk, Joan Buser, Tax Collector, Ronald Banks, Town Justice and Mary Helen Shannon, Town Clerk.
Interviews were held for the ZBA and Board of Assessment Review. Kris Gildersleeve and John Rusconi were interviewed by the Board. After consideration, a motion was made by Councilman Kahle to appoint John Rusconi to the Zoning Board to replace Bruce Unson, who is resigning due to health reasons and Kris Gildersleeve as the alternate to the ZBA, seconded by Councilman Desmond. All in favor. So carried.
The board also interviewed Cheryl Kaszluga for the Data Collection for 2013. Ms. Kaszluga had done this for the town several years ago and has the qualifications. A motion was made by Councilman Desmond to hire Ms.Kaszluga at the rate of $20.00 per parcel, to be vouchered monthly or quarterly. Motion seconded by Councilwoman Moore. All in favor. So carried.
The books of the Town Clerk, Tax Collector and Justice Christensen and Justice Banks were reviewed and balances checked for sample months of 2012. All was reported to be in order.
The following policies were reviewed:
- Cash Management – No changes
- Sexual Harassment – No changes
- Procurement – research the number of quotes required for professional services
- Investment – No changes
- Code of Ethics – Check with the Town Attorney as to whether on page 6, paragraph #7, as to whether an elected or appointed employee must be appointed to the Board of Ethics. Possibly change "shall" to "may".
- Highway Personnel Policy – Discussed the maximum accumulation allowed of sick time, which is currently 30 days. No change at this time.
- Emergency Preparedness Plan – Some minor spelling corrections to be made.
- Workplace Violence Policy – Remove the last sentence in the paragraph titled "Policy" referring to employees. In the paragraph titled "Definitions" remove "A" referring to Dangerous Weapons.
A motion was made to adjourn at 1:20 P.M. by Councilman Desmond, seconded by Councilwoman Moore. All in favor. So carried.
