CLERMONT FIRE COMMISSIONERS
MAY 20, 2013
The Clermont Fire Commissioners held their regular meeting on Monday, May 20, 2013 at 7:00 P.M. Those present were Chairman Mark Schiller, Commissioner Laurence Saulpaugh, Commissioner Raymond Bauer and Commissioner Harry Harned and Commissioner C. J. Larsen. Also present were Chief Ronald Rifenburgh and Robert Desmond.
Chairman Schiller opened the meeting with the salute to the flag.
MINUTES:
A motion was made by Commissioner Harned to accept the minutes as presented, seconded by Commissioner Saulpaugh. All in favor. So carried.
TREASURER’S REPORT: May Report

A motion was made to approve the Treasurer’s report by Commissioner Harned, seconded by Commissioner Saulpaugh. All in favor. So carried.
CORRESPONDENCE:
- Main Care Energy – Capped price protection calculation form - $109.00 enrollment fee. Opted not to sign up for this. Ask Treasurer to check if we have a service contract for oil burner.
- RBC Wealth Management Account for April - $303902.04
- Paperwork for Disability payout for Gary Delaurentis has been mailed.
- Received the annual financial report for 2012 from Mark Fitzgerald.
BUILDINGS AND GROUNDS: Commissioner Bauer and Commissioner Saulpaugh
- CIA security checked the alarm system at Station #1.
INSURANCE: Commissioner Bauer and Commissioner Saulpaugh
- Commissioner Schiller will pick up policy from Fingar Insurance.
FIRE EQUIPMENT: Commissioner Bauer and Commissioner Saulpaugh
- Chairman Saulpaugh reported that the van has been serviced and inspected.
LOSAP: Commissioner Harned and Commissioner Schiller
- The LOSAP report was posted for thirty days and there were no questions from anyone. It will be mailed to Penflex, Inc.
LAWS AND POLICIES: All Commissioners

OLD BUSINESS:
- Truck #604: Chairman Schiller and Commissioner Bauer went to VRS, they can patch and weld the tank for about $1200.00. This does not include putting it back in. They will also hydro test it. Chief Rifenburgh thinks the cost is going to be around $5000.00. Most feel that the frame rails of the truck should be sandblasted and painted while the tank is out. We should be able to get a figure of how much this will cost for sandblasting, painting and putting it back in. Chairman Schiller will get an estimate of what this would cost or to just repair the tank.
A motion was made to repair the tank by Commissioner Harned, seconded by Commissioner C. J.Larsen. All in favor. So carried.
- FEMA Grant: Chairman Schiller was notified that the grant has been accepted and we will receive $36,067.00(95%) for a cascade system, fill station and compressor. The district is responsible for 5%. The Chief suggested a 6,000-PSI rather than 5,000 for the compressor. Chief will contact vendors to get quotes.
NEW BUSINESS:
- Chairman Schiller wrote a letter to Linda McLean thanking her for writing the grant, and would like to send a bouquet of flowers.
A motion was made to send flowers to Linda McLean by Commissioner C. J. Larsen and seconded by Commissioner Saulpaugh. All in favor. So carried
CHIEFS REPORT:
There was one call for April:
4-10-13 – AAPD on Firehouse Road.
There were two drills, 4-22-13 – Station #2 pumping water and 1 hour OSHA training; and 4-10-13 Amtrak Training course at Germantown Firehouse. Twelve firefighters attended.
- Chief Rifenburgh will cancel the 6/11/13 hose test scheduled for Truck #604 because it may not be back yet.
- Homelite Generator: The Chief reported that the homelite generator has not been used so could be declared as surplus. A motion was made to declare the generator as surplus by Commissioner Harned, seconded by Commissioner C. J. Larsen. All in favor. So carried.
- There is only one spare pager so we may have to order one or two new ones.
- There was an application received from Jordan Schoonmaker, which was approved by the Clermont Fire Company.
A motion was made by Commissioner Harned to accept the application, seconded by Commissioner Saulpaugh. All in favor. So carried. A letter and physical form will be sent.
- The company will be digging old hydrant out and replacing piping at the pond on Cemetery Road. Commissioner Saulpaugh suggested contacting Soil and Water Conservation for 8-inch piping, strainer, etc. Will need forty feet and couplings.
- The Chief would like to purchase a marine radio for communications between Clermont and Glasgow, who will be responding to calls for Clermont on the river. A motion was made by Commissioner Harned to approve the purchase of a marine radio for $500.00 or less, seconded by Commissioner C. J. Larsen. All in favor. So carried.
A motion was made to accept the Chief’s report by Commissioner Harned, seconded by Commissioner Saulpaugh. All in favor. So carried.
A motion was made by Commissioner Saulpaugh to pay the bills as presented, seconded by Commissioner Harned. All in favor. So carried.
Bob Desmond asked that we remember the Oklahoma first responder in our prayers after recent deadly tornadoes in that state.
A motion was made by Commissioner Harned to adjourn at 8:15 P.M., seconded by Commissioner C. J. Larsen.
