CLERMONT PLANNING BOARD
JUNE 12, 2013
The Clermont Planning Board held its regular meeting on Wednesday, June 12, 2013 at 7:30 P.M. at the Town Hall. Those present were Chairman Laurence Saulpaugh, Clayton Andrus, Thomas Jantzen, Robert Queirolo, Aldo Dusman and Jennifer Phillips. Brenda Case was absent. Also present were Paul Doherty, Bob Ihlenburg, George Schmitt, Town Engineer, Andy Howard, Town Attorney, Robert Desmond, Russell Sharpe and Betty Jane Harte.
Chairman Saulpaugh opened the meeting.
Minutes: A motion was made to approve the minutes by Tom Jantzen, seconded by Clayton Andrus. All in favor. So carried.
A motion was made to close the regular meeting and open the public hearing for Irish Hills, LLC by Clayton Andrus, seconded by Tom Jantzen. All in favor. So carried.
PUBLIC HEARING: Paul Doherty and Robert Ihlenburg were present.
IRISH HILLS, LLC – Turkey Hill Road – Tax Map #201-l-80 and Tax Map #201-1-71 Four lots were approved previously on tax map #201-1-80 and this boundary line application is realigning the lots. The boundary lines of Lots A, B and C will change and that which was formerly Lot D will be merged with other lands of Irish Hills (Tax map #201-1-71). The health department approvals will be the same on the lots. Drainage information was added to the map. Mr. Sharpe, an adjoining landowner asked if the house sites were in the same location? They were never previously shown on the maps, but the septic and well sites are the same. The elevations are the same as previously shown. The driveway locations and culverts were previously approved the Town Highway Superintendent. Jennifer Phillips noted that the area between the septic and wells look very close. Mr. Ihlenburg said they have the required footage between but because they are lined up from parcel to parcel, may appear closer. Notices were sent out to the adjoining landowners and receipts handed in. Mr. Ihlenburg will get the deed descriptions to the Secretary. There were no other questions from anyone present. A motion was made to close the public hearing by Clayton Andrus, seconded by Jennifer Phillips. All in favor. So carried.
Chairman Saulpaugh reviewed the SEQRA form and asked for a motion to declare a negative declaration. A motion was made by Jennifer Phillips, seconded by Tom Jantzen to declare a negative declaration. All in favor. So carried.
A motion was made to approve the application as presented by Clayton Andrus, seconded by Tom Jantzen. All in favor. So carried.
POLESCHNER-HARTE: Buckwheat Bridge Road and Route 9 – Tax Map #181.3-2-3.1 and Tax Map #181-3-2.4
The applicant is Betty Jane Harte and she is seeking to change the boundary line between two adjoining properties by approximately thirty feet. The driveway has been a shared driveway and this would allow them to be separate. Both parcels are in the Hamlet zone and will be 1.2 acres and 1.6 acres when this boundary line is changed. Aldo Dusman asked where the septics are for both residences. Ms. Harte responded that they are existing separate systems.
Clayton Andrus made a motion to accept the maps as the preliminary plan, seconded by Tom Jantzen. All in favor. So carried. A public hearing will be scheduled for Wednesday, July 10, 2013 at 7:30 P.M.
The building inspector, John Fieser, will be receiving an application for a permit from Ann Katrine Spiess, the former Kline Horse Farm on County Route 6, tax map #179-1-48 for two residences on a single property. The property consists of 108.4 acres and is subdividable. This is permitted in the RA district. He did want the board to be aware of this pending application. There was discussion on whether a site review would be required, driveway approval, etc.
A motion was made to adjourn by Jennifer Phillips at 8:15 P.M., seconded by Clayton Andrus. All in favor. So carried.
