CLERMONT PLANNING BOARD

JULY 10, 2013

 

The Clermont Planning Board held its regular meeting and a public hearing on Wednesday, July 10, 2013 at 7:30 P.M. at the Town Hall. Those present were

Laurence Saulpaugh, Clayton Andrus, Brenda Case, Jennifer Phillips and Aldo Dusman. Tom Jantzen and Robert Queirolo were absent. Others present were Robert Desmond, Betty Jane Harte, Bill Clarke from the Carmelites, Erin Moore of Clark Engineering for the Carmelites, Lela Gray of Freeman-Howard, Town Attorney and George Schmitt of Morris Associates, Town Engineer.

Chairman Saulpaugh opened the meeting.

A motion was made by Clayton Andrus to approve the minutes of the June meeting, seconded by Jennifer Phillips. All in favor. So carried.

A motion was made by Clayton Andrus to close the regular meeting and open the public hearing for Anne Poleschner/Thomas & Betty Jane Harte, seconded by Jennifer Phillips.

POLESCHNER/HARTE: Buckwheat Bridge Road, Tax Map #181.3-2-3.1 and #181-03-2.4

Betty Jane Harte appeared before the board with the final maps for a boundary line change to add approximately 30 feet from lands of Anne Poleschner Estate, parcel 181-03-2.4 to that of her property, parcel #181.3-2-3.1 in order to provide for separate driveways to each property. The certified mailings were completed and deed descriptions provided with the application. The board reviewed the maps and paperwork. There was no one present to speak for or against this action.

A motion was made to close the public hearing and open the regular meeting by Jennifer Phillips and seconded by Clayton Andrus. All in favor. So carried.

The SEQRA form was reviewed and a motion made by Clayton Andrus to declare a negative declaration, seconded by Jennifer Phillips. All in favor. So carried.

A motion was made to approve the boundary line change by Clayton Andrus, seconded by Jennifer Phillips. All in favor. So carried.

CARMELITES HOME FOR THE AGED AND INFIRMED: Woods Road, Tax Map #179-1-69

Erin Moore of Clark Engineering and Bill Clarke of the Carmelites appeared before the board with approval from Columbia County Health Department for the public water supply system located on the grounds. They also provided copies of the wastewater submission, which was not substantially changed to what was presented previously. This project for a memorial chapel is going to be done in phases. The concrete may be poured next month and the septic installed. Copies of the map will be stamped and a copy will be submitted to Columbia County Planning.

John Fieser sent a map to the Planning Board of a proposed two residences on a single lot on the former Kline Horse Farm on County Route 6 by Ann Spiess. The board discussed wetlands on the property and any proposed expansion of ponds on the property. They would also like to see a driveway permit showing the fifty-foot right of way for the proposed lot if subdivision is needed at a later time. The likely place for a driveway entrance is on a curve and they would like to know that there is adequate site distance. A motion was made by Aldo Dusman, seconded by Clayton to send a letter to John Fieser requesting a driveway permit for the site distance so that it will be legal if they were to subdivide at a later time. All in favor. So carried. A letter will be written.

A motion was made to adjourn by Jennifer Phillips, seconded by Brenda Case at 8:20 P.M.
