CLERMONT FIRE COMMISSIONERS
AUGUST 19, 2013
The Clermont Fire Commissioners held its regular meeting on Monday, August 19, 2013 at 7:00 P.M. at the Town Hall. Those present were Chairman Mark Schiller, Commissioner Raymond Bauer and Commissioner Harry Harned. Commissioner Larry Saulpaugh was absent. Others present were Chief Ronald Rifenburgh, Treasurer Denise Fiore and Robert Desmond.
MINUTES: A motion was made to accept the minutes of the July meeting by Commissioner Harned, seconded by Commissioner Bauer. All in favor. So carried.
TREASURERS REPORT:
Total amount of July invoices paid $ 4,385.87
Proposed August invoices $43,188.10

A motion was made to accept the Treasurer’s report by Commissioner Bauer, seconded by Commissioner Harned. All in favor. So carried.
CORRESPONDENCE:
- RBC Account Statement for July - $265,149.50
- Penflex Member Statements and Annual Report have been distributed to members and Commissioners.
- Letter from Livingston Fire District to the Town regarding gated entrances to residential homes, narrow driveways, narrow entrances.
- EMS Law & Management Conference 9/20 – 9/22/13 at Turning Stone.
- Information from Association of Fire Districts on conference to be held 10/31 – 11/3/13.
- The Treasurer received information on the property tax cap, which may be reduced from 2% to none in the future.
BUILDINGS AND GROUNDS: Commissioner Bauer and Commissioner Saulpaugh
- Commissioner Bauer reported that Station #1 has been sprayed by Pestmasters.
- Chief Rifenburgh said that the floor at Station #1 is retaining moisture. It will be pressure washed and dried. He asked the Commissioners to consider putting ceiling fans in the building or a dehumidifier.
INSURANCE: Commissioner Saulpaugh and Commissioner Bauer
- Chairman Schiller received information on AFLAC benefits from Finger Insurance and will review them.
FIRE EQUIPMENT: Commissioner Bauer and Commissioner Saulpaugh
- The Chief reported that there are no leaks from Truck #604.
- Hose and ladder tests have been completed. There were two lines that failed. The NFPA 1962 requires that hoses manufactured prior to 1987 should be removed from service. We do have hoses prior to 1987 but they did pass the test.
- Air Packs were tested by MES. They all passed.
LOSAP: Commissioner Harned and Commissioner Schiller
- Chairman Schiller read the special commentary section of the annual report from Penflex, which explained future contributions, final amortization payments and the calculations, used.

OLD BUSINESS:
- The treasurer got price quotes for the Penflex audit. Shallo & Galuschio for $2500.00 and Brian Fitzgerald was for $1500.00. She is in the process of providing the information for the audit to Brian Fitzgerald.
- The investigation into the theft of diesel fuel is continuing. Chairman Schiller has met with the State Police Investigator and Assistant District Attorney James Carlucci and gave copies of receipts and truck logs. The Commissioners are hoping to get reimbursement from the individuals.
- Federal Grant: Treasurer Fiore has been attempting to get the account set up with the Federal government to receive the check for the grant. There have been many problems but it should be straightened out now.
NEW BUSINESS:
- A Budget workshop will be held on Monday, September 16, 2013 at 6:00 P.M. prior to the regular board meeting.
CHIEFS REPORT:
There were four calls for the month of July as follows:
7/7/13 – Tree fire on County Route 8
7/7/13 – Alarm activation (power surge) County Route 8
7/8/13 – Tree Fire (rekindle) – County Route 8
7/27/13 – Alarm Activation (no fire) 694 Church Avenue
The monthly drills were held on 7/22/13 with one hour OSHA training, pump with 601 to 604 to 603 with large diameter hose and 7/29/13 using 5" hose, portable pond and tankers.
- The Chief reported that he has replaced each pumper 603,604 and 601 with new 5-inch Stortz adapters.
- He would like the check held for the pressure washer because there were parts missing.
- Town resident William Carey donated a car to the District to be used for training. He would like a thank you for the $2500.00 donation of the vehicle, which is greatly appreciated, to be written to Mr. Carey.
A motion was made by Commissioner Harned to accept the Chiefs report, seconded by Commissioner Bauer. All in favor. So carried.

PUBLIC COMMENT:
Robert Desmond commented that it seems that the LOSAP program is good for the firemen who have served the town for years, but maybe has not serviced the purpose that it was intended for, which was to get more volunteers. He also asked what was the cost for repairing the tanker. It was about $8500 to $9000.
A motion was made to adjourn at 8:15 P.M. by Commissioner Harned, seconded by Commissioner Bauer. All in favor. So carried.
