REGULAR MEETING OF THE FIRE COMMISSIONERS – SEPTEMBER 16,2013
A presentation by Kevin O’Brien of Access Health Systems preceded the regular meeting. Access is an occupational heath provider. Their program is designed to provide physicals and other testing to clear firefighters for respiratory issues and determine classifications for each firefighter. The classifications are interior, exterior, support staff and social members.
Mr. O’Brien explained that they would review the medical history of the firefighter to determine the classification for a firefighter. They provide a hands on physical, EKG’s, bloodwork, audio and visual exams. The Commissioners may choose to what extent they want firefighters tested for the different classifications.
Chairman Schiller called the meeting to order at 8:00 P.M. with a salute to the flag.
MINUTES: Treasurer Fiore asked for a correction on page 2, under old business, change Mark Fitzgerald to Brian Fitzgerald. A motion was made to approve the minutes of the August meeting with correction by Commissioner Harned, seconded by Commissioner Bauer. All in favor. So carried.

A motion was made by Commissioner Harned to accept the Treasurer’s report, seconded by Commissioner Bauer. All in favor. So carried.
CORRESPONDENCE:
- Received reimbursement from Columbia County for 3 physicals at $55.00 each.
- Guidelines for the LOSAP point system.
- RBC Account Statement for August - $295,411.60
- Penflex Program Service agreement to be signed by the Chairman.
BUILDINGS AND GROUNDS: Commissioner Bauer and Saulpaugh
- At last months meeting, Chief Rifenburgh mentioned that Station #1 is very damp. Commissioner Bauer did talk to someone who suggested an exhaust fan in the ceiling, which may help. Commissioner Bauer will look into it, but it is also thought that a dehumidifier might work as well.
INSURANCE:
- Chairman Schiller will check with the insurance company on the treasurers bond, as to whether it is included in the regular policy or separate.
FIRE EQUIPMENT: Commissioner Bauer and Saulpaugh
- The Chief said there was a problem starting Truck #604. It may have to do with where it is plugged in. They will look into this.

OLD BUSINESS:
- The Treasurer reported that we still have not received the grant funds from the Federal government.
HOVER GRANT:
- A grant was requested from the Hover Foundation for 6 new nozzles for $6000.00.
NEW COMMISSIONER:
- Susan Rifenburgh is interested in becoming a Commissioner. A motion was made by Commissioner Harned, seconded by Commissioner Bauer to appoint Susan Rifenburgh to fill the unexpired term of C. J. Larsen. All in favor. So carried.
The term will run through December 31, 2013. Commissioner Rifenburgh will have to run for the seat in December for a five-year term.
NEW BUSINESS:
- The Commissioners will review the information provided by Access Health Systems on physicals, FIT tests and EKG’s and meet again on Monday, October 7th at 7:00 P.M. at Station #1.
- A budget workshop will be held on Monday, October 7th at 7:00 P.M. at Station #1 to finalize the preliminary budget.
CHIEFS REPORT:
- There was one call in August for a lift assist with Northern Dutchess Paramedics.
- The drill was held on 8/26/13 on OSHA Training and discussion regarding structure fire response.
- The Chief asked for a donation of $200.00 from the District for door prizes for the annual banquet to be held in October. A motion was made by Commissioner Harned to approve the donation, seconded by Commissioner Bauer. All in favor. So carried.
A motion was made by Commissioner Harned, seconded by Commissioner Bauer to accept the Chiefs report. All in favor. So carried.
A motion was made to accept the Treasurer’s report by Commissioner Harned, seconded by Commissioner Saulpaugh. All in favor. So carried.
Chairman Schiller told the Commissioners that we have an application for membership in the District from Ms. Jackie Therrien. A motion was made to accept the application of Jackie Therrien to the Fire District by Commissioner Saulpaugh, seconded by Commissioner Harned. All in favor. So carried.
A motion was made to adjourn by Commissioner Harned, seconded by Commissioner Saulpaugh. All in favor. So carried.
