CLERMONT FIRE COMMISSIONERS
OCTOBER 15, 2013
REGULAR MEETING
The Clermont Fire Commissioners held their regular meeting on Tuesday, October 15, 2013 following the public hearing on the 2014 budget at the Town Hall. Those in attendance were Chairman Mark Schiller, Commissioner Raymond Bauer, Commissioner Susan Rifenburgh and Commissioner Laurence Saulpaugh.
Others present were Chief Ronald Rifenburgh, Captain Fred Gooderham, Treasurer Denise Fiore and Robert Desmond.
MINUTES: Commissioner Bauer noted a correction on the budget workshop minutes of September 16th. During the discussion of what to do with remaining funds, it should say any funds remaining should go to the Reserve Fund, not Capital Reserve.
A motion was made by Commissioner Bauer to approve the minutes with correction, seconded by Commissioner Rifenburgh. All in favor. So carried.
A motion was made to approve the minutes of the regular September meeting by Commissioner Bauer, seconded by Commissioner Rifenburgh. All in favor. So carried.
Treasurer Fiore that because of the government shutdown we have not yet received the federal grant for the air system. She has been in contact with MES, the supplier, and they have told her that they understand and not to worry about it.

A motion was made by Commissioner Rifenburgh to accept the Treasurer’s report, seconded by Commissioner Bauer.
CORRESPONDENCE:
- RBC Wealth Management Account Statement for September - $298,319.45
- Commercial Instruments & Alarm Systems, Inc. (CIA) has acquired Scott Alarm Systems in Catskill, N. Y.
- Chairman Schiller reported that he was contacted by the Public Defenders Office that Shawn Heggerty and Peter Brillis have made restitution of $500.00 each for the alleged theft of diesel from Station #2.
BUILDINGS AND GROUNDS: Commissioner Bauer
- The sign is being replaced in front of Station #1.
- When the compressor is used, the washing machine had to be switched off at Station #1. The Chief had Mac’s Electric give an estimate for a new 200 amp, 3 Phase circuit breaker panel. The cost of $2000.00 also includes removing the current breaker panel, replacing it and rearranging all electrical devices near the panel.
A motion was made by Commissioner Bauer to authorize Mac’s Electric to do the work, seconded by Commissioner Saulpaugh. All in favor. So carried.
INSURANCE: Commissioner Bauer and Commissioner Saulpaugh
- Commissioner Schiller needs to contact the insurance company to add the washer and new fill system to the policy.

OLD BUSINESS:
- HOVER GRANT: The District received a grant from the Hover Fund of $6000.00, which will be used for a ground monitor and 6 hose nozzles.
- The Chief found that the hospital also does physicals and might be better than sending new members to Access in Latham. The hospital will also do a group at the Station. Chairman Schiller will find out who at the hospital does the physicals and if it is OSHA approved and how much it costs. We need to standardize the process so that all firefighters are receiving the same physical.
NEW BUSINESS:
- It was discussed if the Chief should have to live in the district. In the Company bylaws the Chief has to be in the district, but in the District SOP’s the Chief does not. But if a member is working and living out of the district, and is accepted for membership into the district, he should be allowed to be Chief.
CHIEFS REPORT:
There were two calls for September:
- 9/10/13 – Vehicle Fire
- 9/20/13 – Alarm Activation – 694 Church Avenue
The drill was held on 9/23/13 on OSHA and Extrication
The alarm activations at the facility on 694 Church Avenue are happening on a regular basis. We are also responding to the facility on Mill Road. The town needs to create an alarm law for the town, such as Livingston has. The building inspector would enforce the law, with fees associated if it happens on a regular basis.
The air fill station has been installed at Station #1.
The Fireman’s Banquet will be held on Saturday, October 19 at 6:00 at Station #2.
A motion was made to accept the Chief’s report by Commissioner Saulpaugh, seconded by Commissioner Rifenburgh. All in favor. So carried.
An invoice was added to the Treasurers report of $675.00 to Mac’s Electric for an amp feed with disconnect to the compressor.
A motion was made to pay the bills with the addition by Commissioner Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
A motion was made to accept the 2014 budget by Commissioner Rifenburgh, seconded by Commissioner Saulpaugh. All in favor. So carried.
There were no comments from anyone present.
A motion was made to adjourn at 8:15 P.M. by Commissioner Saulpaugh, seconded by Commissioner Bauer. All in favor. So carried.
