CLERMONT FIRE COMMISSIONERS
DECEMBER 16, 2013
The Clermont Fire Commissioners held their regular meeting on Monday, December 16, 2013 at 7:00 P.M. at the Town Hall. Those in attendance were Chairman Mark Schiller,
Commissioner Susan Rifenburgh, Commissioner Laurence Saulpaugh, Commissioner Raymond Bauer and Commissioner Harry Harned. Others present were Chief Ronald Rifenburgh, Treasurer Denise Fiore, Captain Fred Gooderham and Robert Desmond.
MINUTES: The Chief noted a correction on page 2, Old Business, change last sentence to read ‘suggested everyone having a physical no matter what age’ and on page 4, first sentence change to a ‘new helmet for the past Chief’. A motion was made by Commissioner Saulpaugh, seconded by Commissioner Bauer to approve the minutes with corrections. All in favor. So carried.

A motion was made by Commissioner Bauer, seconded by Commissioner Rifenburgh to accept the Treasurer’s report. All in favor. So carried.
CORRESPONDENCE:
- Received the Central State Registry of Police Officers and Peace Officers annual update for Fire Police. New Fire Police, Laurence Saulpaugh, Tyler Case and Richard Larsen will be added to the record. Will remove Robert Ferguson, Fred Lang and Bruce Unson from roster.
- RBC Account Statement for November - $297,086.13
- Penflex Data Request package for 2013 given to Chairman.
- Letter was written to Firefighter Jordan Schoonmaker as requested.
- Received the Association of Fire Districts update and it will be completed.
- Received letter of resignation from Commissioner Harry Harned effective 1/1/14 as he has other commitments.
- Safety Recall received from on the 2012 F-550 Ford truck and the Chief is dealing with this.
- The Treasurer advised of a change in the guidelines regarding purchases.
BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh
- Halterman’s has serviced the furnace at Station #1.
- Commissioner Bauer has found a commercial grade dehumidifier from N&S Supply for $1,395.00. He has asked the rep to come and check the size of the building. The price for one that utilizes the ductwork is $2783.00. He will look at other suppliers. Tabled until next month.
- The flagpole at Station #1is being moved closer to the sign.
- The Chief asked if there is a way to reduce the thermostat to where if it drops below 45 degrees the alarm will go off. The company will be contacted.

- New batteries went into Truck #604. The last batteries were three years old; there was a dead cell.
- Joe’s Auto Repair will be fixing the air leak.

OLD BUSINESS:
- Chairman Schiller wrote a letter to the Fire Company regarding combination on the door at Station #2, physicals and banquet reimbursement.
- As was discussed last month, there have been seven alarms to Inflight residences, one on Mill Road and the others on Church Avenue. This accounts for 10% of our calls for the year. The Town Supervisor would like the Commissioners to put the law together for alarms and then present it to the town. The Chairman would like to schedule a workshop after the first of the year. The Chief gave several sample laws to the Commissioners.
- The Chief checked with Motorola about a base radio at Station #1. He thinks he has a solution to the problem at least until the frequencies are changed. There has been no new information on that.
NEW BUSINESS:
- Commissioner Bauer suggested looking into a grant for a standby generator that would power the entire firehouse. It was determined that a 50,000 KVW would be more than enough. Commissioner Saulpaugh will talk to Bobby Moore.
CHIEFS REPORT:
There were four calls in November:
- 11/4/13 – Wires burning, 1247 County Route 8
- 11/17/13 – Alarm Activation, 694 Church Avenue
- 11/28/13 – Chimney fire, 66 Buckwheat Bridge Road
- 11/30/13 – Standby for Tivoli, Tivoli Station
11/23/13 - Mutual aid drill in Red Hook - shuttled water from Red Hook Boat Club to the Red Hook School.
11/25/13 - Drilled with monitor and nozzles. One hour of OSHA training.
The Chief reported on the following:
- The air test was done on the air compressor. They suggest doing it in December but it has not been used, so he doesn’t see the need.
- The Chief elect has a logbook from the present Chief. This book also has the information on anything that has been purchased and any service to the trucks.
- Chief Rifenburgh has asked the Chief elect to request his new officers to inventory the trucks and firehouse.
- Hover Grant: Send packing slip for nozzles and monitor nozzle to the foundation.
- MES: The hose was received but no the cutter has been received. Chief will call to check on cutter.
A motion was made to accept the Chiefs report by Commissioner Saulpaugh and seconded by Commissioner Rifenburgh. All in favor. So carried.
The Treasurer received the invoice from the Association of Fire Districts for $75.00 in today’s mail and has added it to the bills to be paid. Totals corrected.
A motion was made to pay the bills by Commissioner Rifenburgh, seconded by Commissioner Saulpaugh. All in favor. So carried.
PUBLIC COMMENTS:
Robert Desmond thanked Chief Rifenburgh for many years of service and wished him good luck in his retirement.
Chief Rifenburgh thanked the board for everything over the years. Our equipment is the best. He asked that the Commissioners continue to support Chief-elect Fred Gooderham in his projects, going forward.
Those new officers appointed at the recent election were Lloyd Kukon, Captain; Joseph Vucich as Second Lieutenant
Commissioner Bauer congratulated Susan Rifenburgh on being elected as Commissioner.
A motion was made to accept Harry Harned’s resignation with thanks by Commissioner Bauer, seconded by Commissioner Saulpaugh. All in favor. So carried.
The Organizational meeting will be held on January 20th at 6:30 P.M. followed by the regular meeting.
Chairman Schiller thanked Chief Rifenburgh for his years of service as Chief; it has been greatly appreciated.
A motion was made to adjourn at 8:05 P.M. by Commissioner Saulpaugh, seconded by Commissioner Rifenburgh. All in favor. So carried.
