CLERMONT PLANNING BOARD
FEBRUARY 12, 2014
The Clermont Planning Board held its regular meeting on Monday, February 12, 2014 at 7:30 P.M. at the Town Hall. Those in attendance were Chairman Laurence Saulpaugh, Clayton Andrus, Tom Jantzen, Robert Queirolo and Jennifer Phillips. Others present were Andy Howard, Town Attorney, George Schmitt, Town Engineer, Dan Russell, Bob Desmond and Kris Gildersleeve.
Chairman Saulpaugh opened the meeting. A motion was made to accept the minutes of January by Tom Jantzen, seconded by Jennifer Phillips. All in favor. So carried.
GREGORY AND DONNA FINGAR: Mill Road, Tax Map ID#180.-2-5.2 and #180.-2-54 -Dan Russell of Crawford & Associates appeared for the Fingars. The Fingars have two parcels and are seeking a boundary line change to realign the boundary between the two parcels. The existing acreage is 3 acres and 2.9. This boundary line change will adjust the parcels from 3 acres to 2.99 acres and 2.9 acres to 2.94 acres.
Jennifer Phillips asked about the boundary line setback from the gazebo. Mr. Russell said that it exceeds the ten-foot setback with the new lines. These parcels are in the Roe Jan Corridor and are existing parcels with residences on both. The applicant must send certified letters to those within 500 feet and Agricultural Data statements will be sent by Secretary.
The board will set a public hearing for Wednesday, March 12th at 7:30 P.M. The applicant submitted maps and application with fee.
Mitchell Khosrova, Attorney appeared for a client who owns a parcel on Route 9G Tax Map ID #190-1-7. He is inquiring about a subdivision of 5 acres from 20 plus acres. There would be no road frontage so the owner would like to grant a perpetual easement for ingress and egress to route 9G and a maintenance agreement. Our attorney, Andy Howard reviewed the subdivision ordinance and a minimum of 50 feet of road frontage is required. If possible, they could inquire about acquiring 50 feet from the Davis property, which adjoins this parcel on the south. They could still use the same driveway but the access would be there if needed in the future.
A letter was received by the Tax Collector, Joan Buser, from Leona Nicolich regarding the taxes on three parcels of land owned on Turkey Hill Road. She is looking to reduce the taxes so that they can keep the farm. She owns a farmhouse on 18 acres, Tax map ID#210-1-8; 9 acres, Tax map ID#210-1-5; 4 acres, Tax map ID#210-1-25; and 3 acres, Tax map ID#210-1-26. This land is bounded by the Roe Jan Stream and the old railroad bed. The board would suggest that the family come into the planning board and seek a boundary line change to merge the parcels. The Assessor is also looking into the difference in assessments on the three smaller parcels.
Jennifer Phillips made a motion to close the meeting at 8:40 P.M., seconded by Clayton Andrus.
