CLERMONT FIRE COMMISSIONERS
APRIL 21, 2014
The Clermont Fire Commissioners held their regular meeting on Monday, April 21, 2014 at 7:00 P.M. at the Town Hall. Those in attendance were Chairman Mark Schiller, Commissioner Susan Rifenburgh, Commissioner Raymond Bauer and Commissioner Laurence Saulpaugh. Also present were Treasurer Denise Fiore and Robert Desmond.
Chairman Schiller opened the meeting with a salute to the flag.
MINUTES: Commissioner Rifenburgh requested a change under old business, second bullet, change will to can. A motion was made to accept the minutes with correction by Commissioner Rifenburgh, seconded by Commissioner Saulpaugh. All in favor. So carried.
TREASURERS REPORT FOR APRIL:
Total amount of March invoices paid $6,590.88

A motion was made by Commissioner Bauer to approve the Treasurer’s report, seconded by Commissioner Saulpaugh. All in favor. So carried.
CORRESPONDENCE:
- A letter was sent to Jordan Schoonmaker regarding his membership.
- RBC Wealth Management Account statement for March - $293,230.04
- Received Workers Comp reimbursement from the County for 6 physicals in the amount of $330.00.
- Treasurer Fiore received a letter from the office of Rapport Meyers, LLP regarding changes in the organization of our firm. They advised that George Rodenhausen, Christine Chale and Victoria Polidor would be practicing with the firm of Rodenhausen Chale, LLP in Rhinebeck. Ms. Chale is a bond attorney and helped with the bonding of the Rescue truck. The Commissioners decided to have our files transferred to Rodenhausen Chall, LLP.
- The Bank of Greene County will be at Turning Stone Resort and Casino at the Fire Industry, Rescue and EMS Expo in June.
- Shakerley Fire Truck Sales advised about changes in communications and contacts in the company.
- Columbia County Deputy Sheriffs Benevolent Association sent a letter for donations for Deputy Joshua Oake’s wife whom has a serious illness.
- Chairman Schiller reported on the insurance claim to Utica Mutual for Truck #603, which was damaged. A check will be mailed as soon as they have the adjuster’s report.
BUILDINGS AND GROUNDS:
- Commissioner Bauer suggests holding off on the water softener because we have had expenses with the new pump at Station #1 and the deductible with the truck. He would also like to turn off the heat for the summer and the alarm. It can be put back on in the fall.
INSURANCE:
- Truck #603 has had the bodywork and painting done by Classic Auto Body in upper Red Hook.
FIRE EQUIPMENT:
- Commissioner Bauer did not know if trucks had been scheduled for servicing and the Chief is not here tonight because of class. Commissioner Schiller will check with the Chief to find out. Commissioner Bauer also advised the Board that any commercial diesel trucks have to be updated to a new emission system at a cost of $5000.00 in 2015 by federal law. He did say that you could do 1/3 of your vehicles per year, so he suggests holding off and doing one per year.
LOSAP:
- The report has been posted for thirty days with corrections made and Commissioner Schiller will prepare the forms to send to Penflex.
LAWS AND POLICIES:
- Physicals: Commissioner Rifenburgh reminded the board that we gave everyone until February to get their physicals done for 2013, but there are still some that did not get a physical for 2013. All physicals must be done by July 1, 2014. This was announced at the fire company meeting and will be done again.
A motion was made by Commissioner Rifenburgh to enter into executive session at 7:40 P.M. to discuss personnel matters, seconded by Commissioner Saulpaugh.
A motion was made to come out of executive session at 7:50 P.M. by Commissioner Rifenburgh, seconded by Commissioner Saulpaugh.
OLD BUSINESS:
- Alarm Law – Local Law No. 2 of 2014 is scheduled for a public hearing by the Town Board on Monday, May 5, 2014 at 7:00 P.M. Councilman Desmond went over some final changes which were made by the Attorney. Section 3.0 was changed to read Fire District and/or Fire Company; Sections 3.9, 3.10 and 3.11 were deleted because the town does not have permits for the building inspector to issue; Sections 3.12, 3.13 and 3.14 were renumbered. There was discussion about the Building Inspector handing out the local law to those applying for a building permit for new construction. The Chief or Officers can give a copy to someone who has a first offense so that they are aware of the fines for another offense. There should be written documentation that they were notified. Commissioner Saulpaugh spoke about the installers of the systems putting them in the inappropriate place, which is a cause of the problems.
CHIEFS REPORT:
There were four calls for March:
- 3/15/14 – Mutual aid to Livingston – Route 9 & County Route 31 – Blue Stores
- 3/21/14 – Alarm Activation – 726 Woods Road
- 3/25/14 – Stand by Mutual aid to Livingston – Stove Pipe Alley
- 3/27/14 – Brush Fire – 128 Cemetery Road
Monthly drills:
- 3/24/14 - Pump Operation drafting water with 603 with new smooth bore nozzle for the booster line on 602.
- One hour OSHA training.
The Chief reported on the following:
- There was an accident with Truck #603 on the night of the drill and 3 compartment doors and wheel trim were damaged. Classic Auto Body has repaired and painted the truck.
- The emergency escape systems have come in and there are plans to go to the training center to train with them.
- OSHA Training is scheduled for May 20 and 27th at Station #2 at 7:00 P.M.
- The Treasurer asked if the Chief could complete purchase orders when items are ordered and then let her know if the items are received so bills can be paid.
A motion was made to accept the Chiefs report by Commissioner Saulpaugh, seconded by Commissioner Rifenburgh. All in favor. So carried.
A motion was made by Commissioner Bauer to pay the bills, seconded by Commissioner Rifenburgh. All in favor. So carried.

A motion was made to adjourn at 8:20 P.M. by Commissioner Saulpaugh, seconded by Commissioner Rifenburgh.
