CLERMONT PLANNING BOARD
MAY 14, 2014
The Clermont Planning Board held their regular meeting on Wednesday, May 14, 2014 at 7:30 P.M. at the Town Hall. Those in attendance were Chairman Laurence Saulpaugh, Clayton Andrus, Mary Howard, Tom Jantzen, Aldo Dusman and Jennifer Phillips. Robert Queirolo was absent. Also present were Terry Weaver, Ray Tousey, Ed and Margie Gerrard, Scott and William Kahle, Robert Desmond, George Schmitt, Town Engineer and Andy Howard, Town Attorney.
MINUTES: A motion was made to accept the minutes of the April meeting by Tom Jantzen, seconded by Mary Howard. All in favor. So carried.
TERRY WEAVER: East Kerley Corners Road – Tax Map #201-1-65.2. Mr. Weaver would like to put a second residence on an 8.91 acres parcel for a family member. It was determined that the property is in the Roe Jan Corridor zone. The road frontage is 500 feet more or less. He would put in another driveway with better visibility rather than share a driveway. This could be considered an accessory apartment if it is under 1500 square feet (75% of size of first dwelling square footage which ever is less) and no more than two bedrooms. Our engineer said that he should have an engineer to tell him what can be done and a survey, which should show septic placement, well and electric. It must meet the setbacks but does not have to meet the subdivision requirements. This would be a special use permit from the ZBA.
RAY TOUSEY: U. S. Route 9 – Tax Map #181.3-1-6.110. Mr. Tousey has gotten an engineer for design and a septic design for his proposal for a use of a barn on this property. He is proposing a septic system for 150 people, 15 sq. ft per person. Water and electric will come from his home, which is next door. He originally asked for approval for a convention center. We will need a site plan showing what is proposed, showing fencing, parking, well, septic and adjacent wells and septic from the engineer. Then come back to the board. He will need approval from DOT and the Health Department.
ED AND MARGIE GERRARD: Shields Road – Tax Map #210-1-14 They have an easement on property on Shields Road, which was put on in 1988. They would like to remove it. It was set up for an emergency turnaround but is not used. Andy Howard, our attorney, said that it could be revoked by consent of property owners on the road, because it is not being utilized. They should have their attorney look into it because it is a lingering title issue that needs to be cleared up.
WILLIAM KAHLE: County Route 6 – Tax Map #180-2-39.11 - 9.50 acres and Tax Map #180-2-39.12 - 2 acres. Mr. Kahle would like to merge these two parcels back as they were in 2006. He was given an application for a boundary line change.
CATHERINE SPENCER: Shields Road – Tax Map #210-1-13.111 2.22 acres. Ms. Spencer is applying for an area variance from the ZBA to build a carport with attached storage shed. It is not possible to locate this within the required setbacks because there is a generator and buried electric lines to the north and west. The board did not think there was enough information to make a recommendation to the ZBA on this application.
A motion was made by Mary Howard, seconded by Jennifer Phillips to adjourn at 8:50 P.M. All in favor. So carried.
