CLERMONT FIRE COMMISSIONERS
MAY 19, 2014
The Clermont Fire Commissioners held their regular meeting on Monday, May 19, 2014 at 7:00 P.M. at the Town Hall. Those in attendance were Chairman Mark Schiller, Commissioner Susan Rifenburgh, Commissioner Laurence Saulpaugh and Commissioner Raymond Bauer. Also present were Chief Fred Gooderham, Treasurer Denise Fiore and Robert Desmond.
Chairman Schiller opened the meeting with the salute to the flag.
MINUTES: A motion was made to accept the minutes as read by Commissioner Saulpaugh, seconded by Commissioner Rifenburgh. All in favor. So carried.
TREASURER’S REPORT:

A motion was made to accept the Treasurer’s report was made by Commissioner Bauer, seconded by Commissioner Saulpaugh. All in favor. So carried.
CORRESPONDENCE:
- Letter from Ronald Rifenburgh showing interest in the vacant position of Fire Commissioner.
- Columbia County Public Works on bridge closure of the Vosburgh bridge on County Route 19 at Dover Kill. The bridge will be closing on June 9th for replacement. The Chief has been notified.
- Columbia County Board of Elections letter regarding lever voting machines. They are asking if there is one stored at the Ockawamick School that it be removed. The District does not currently use a machine, but there is one available at the town hall if needed.
- Letter from Penflex, Inc.on Service Award payments retroactive to 1/1/14 for six members.
- RBC Account statement for April - $291,969.63.
- The Treasurer received a letter from Main Care Energy on a CAP Protection Program for fuel oil. The District will use the contract for fuel.
- FEMA – May is 34th Annual Building Safety month.
- Received a check for $5,199.47 from Utica National Insurance Group for the accident with Truck #603.
BUILDINGS AND GROUNDS:
No report
INSURANCE:
- Reviewed insurance billing because an invoice was received for $1597.00 for the accident renewal policy. Chairman Schiller will call Fingar Insurance to see if this is owed.
FIRE EQUIPMENT:
- Commissioner Saulpaugh asked if any of the trucks have been serviced. The Chief said that Truck #603 will be serviced by Shakerly. Joe's Auto will service the van and truck #602. He did have in inquiry from Ralph’s about being considered for servicing and he has asked for a quote on the work.
- Parts for Truck #603 have come in, except for the parts for the wheel well.
LOSAP:
- PENFLEX: Chairman Schiller reported that all forms have been submitted to Penflex for service credit. Treasurer Fiore reported that the audit has to be done as soon as we get the report from Penflex.
LAWS AND POLICIES:
- FIRE ALARM LAW: The Town passed Local Law No. 2 of 2014 – Fire Alarm Law. After discussion, it was decided that the a copy of the Local Law, letter and registration form will be sent to each alarm company listed on the current alarm forms. The Treasurer will post on the district website that we have a fire alarm law, the secretary has posted it on the town website and will send a copy of the law to Livingston and Milan Districts. Also, the secretary will check with the Register Star about putting a notice in the paper. It will also be posted on the Firehouse sign. A motion was made by Commissioner Rifenburgh, seconded by Commissioner Saulpaugh for the above. All in favor. So carried.
OLD BUSINESS:
- PHYSICALS: The Commissioners reviewed those who have had physicals this year. It was determined that six members have not yet had it done. Letters will be sent to those as a reminder that it must be done by 7/1/14 at Columbia Memorial Hospital, Occupational Health.
A motion was made to send letters by Commissioner Saulpaugh, seconded by Commissioner Bauer. All in favor. So carried.
NEW BUSINESS:
- NFPA 1582: There is a new NFPA handbook for Standard on Comprehensive Occupational Medical Program for Fire Departments available for $46.50. A motion was made to order a new handbook for $46.50 by Commissioner Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
CHIEFS REPORT:
There were five calls for April as follows:
4/3/14 – Brush fire – 7 Buckwheat Road
4/8/14 – AAPD – County Route 6 – Car vs. School bus
4/10/14 – Brush Fire – 158 Cemetery Road
4/15/14 – Wire Arching – 1771 State Route 9 and County Route 6
4/21/14 – Brush fire – 1564 State Route 9
Drills:
4/6/14 Drilled with emergency escape robe/rope rescue drill/1 hour OSHA training – 5 firefighters attended.
4/28/14 Extrication drill/cut doors, roof, roll dash/scene safety for rescuers and victims – 18 firefighters attended.
- Training for the escape system has not been scheduled.
- Robert Keith signed up for scene support class.
- Jackie Therrien is signed up for Firefighter I next month and her gear is over ten years old. The Chief has ordered new gear for her.
- OSHA training will be held Tuesday, May 20th at 7:00 P.M. at Station #2.
Part 2 will be held on Tuesday, May 27th at 7:00 P.M. at Station #2.
All members are required to attend.
- SWAB Wagon took Truck #602 to the Harrisburg PA. Fire Exposition. SWAB Wagon donated $500.00 for letting the truck go to the show. There were many positive comments about the truck at the show and on the road.
A motion was made to accept the Chief’s report by Commissioner Saulpaugh, seconded by Commissioner Rifenburgh. All in favor. So carried.
A motion was made to pay the bills with the additional invoice for two physicals added for $168.00 to Columbia Memorial Hospital by Commissioner Saulpaugh, seconded by Commissioner Rifenburgh. All in favor. So carried.
PUBLIC COMMENTS:
- Chairman Schiller thanked Robert Desmond for help getting the Fire Alarm Law written and passed.
- A motion was made to accept Ronald Rifenburgh as Fire Commissioner to fill the vacant position of Harry Harned by Commissioner Saulpaugh, seconded by Commissioner Bauer. All in favor. So carried.
- The next meeting will be Monday, June 16th at 8:00 P.M. because there is a banquet that the department will be serving.
A motion was made to adjourn by Commissioner Rifenburgh, seconded by Commissioner Bauer at 8:25 P.M.
