CLERMONT PLANNING BOARD
JULY 9, 2014
The Clermont Planning Board held its regular meeting on Wednesday, July 9, 2014 at 7:30 P.M. at the Town Hall. Those in attendance were Chairman Laurence Saulpaugh, Mary Howard, Clayton Andrus and Thomas Jantzen. Aldo Dusman and Robert Quierolo were absent. Also present were Raymond Tousey, George Schmitt, Town Engineer, Aaron DePaolo of Freeman- Howard, Robert Desmond and Kris Gildersleeve.
Chairman Saulpaugh opened the meeting.
MINUTES: A motion was made by Jennifer Phillips to approve the minutes as written, seconded by Tom Jantzen. All in favor. So carried.
RAYMOND TOUSEY: Tax Map ID#181.3-1-6.110 – U.S. Route 9
Chairman Saulpaugh asked if Ray had met with DOT. He met today with JoeVisconti of DOT and will be sent an application. He will have to build a blacktop skirt for the entrance. There was no problem with the site distance and he agreed to moving the 45-MPH sign.
Jennifer Phillips asked about the proposed project summary, which states that there will be one event per weekend. Ray stated that he has not decided. She would like to see a maximum side to the events. He said he is limited to 60 events per year with more than 25 people according to the Health department for the water and septic. John Fieser has told him that he must have a fire escape. George Schmitt of Morris Associates provided copies of his response to Mr. Tousey’s engineer’s documents.
- The barn on Mr. Tousey’s property is close to the property line, driveway is close to the property line and there is a barn on the adjoining property.
- Ray is proposing using his existing well from his residence for this project, but what provisions will be made if the property is separated.
- Ray is proposing using the electric from his residence.
- The septic for the house on Route 9 and the septic of this proposal should have enough distance between them.
- There was discussion about the number of occupants for the events, parking areas, handicapped parking and lighting.
- List on the site plan how many occupants, how many events, hours of operation, septic of adjoining properties, parking spaces, etc.
- The board should decide whether there should be a survey and whether or not you want a site plan revision. The board would like to see a fresh survey done.
- The surveyor should do a boundary survey and show access, easements if any, overhead lines, hedge rows and entrance.
- The engineer will do the site plan showing wells, septics, and notations on the maps.
- George reviewed his SEQR comments and Site comments with the board and Mr. Tousey.
The board will not schedule a public hearing until all the information is in.
The Board did learn of a Local Law just recently passed by the Town of Livingston on Commercial Event Venues, which it will review.
A motion was made to adjourn by Mary Howard, seconded by Jennifer Phillips at 9:05 P.M.
