Town Board Meeting
May 5th, 2025
The Clermont Town Board held their regular monthly meeting on Monday, May 5th at the Town Hall. Those presents were Supervisor Staats, Councilman Robert Desmond, Councilman Kris Gildersleeve, Councilwoman Dawn Brownson and Councilwoman Lindsey Lusher Shute.
Presentation from Germantown Central School Superintendent Benjamin Bragg and Business administrator Ryan Smith for the 2025 District Budget. Also in attendance were other staff and School Board members. School district budget and Board Election to be held on Tuesday, May 20th Noon to 9PM at the school elementary gymnasium.
Meeting called to Order @7:00 with the Pledge of Allegiance Led by Supervisor Staats
Approval of prior Town Board Meeting Minutes–
Motion to accept by Councilman Gildersleeve, Seconded by Councilwoman Lusher Shute. All in Favor So Carried

Correspondence for Web Committee-NYS Requirement that Municipalities greater than 1500 residents will need to have .gov website in place by 12/21/25. Additional discussion needed.
Committee Reports and Updates
- Bob -Work being done at Park looks great. Great job to Volunteers.
- Lindsey- Did a little research regarding websites. Further discussion needed. Grant opportunity for Climate smart committee. Partners for Climate Action-Jem Pickard presented information regarding grant and requested Town Board support. ***See end of open meeting***
- Kris-Permitting software for CEO/Building inspector
- Dawn-Grants Bank of Greene County $1000.00 Still pending approval Didi Barrett Crest Grant $125,000 and Michelle Hinchey Crest Grant $75,000.
250th anniversary will be celebrated in 2026 in conjunction with Flag Day in Hudson. More discussion and details will be forthcoming at historian meeting in May.
Clermont should have a community day in 2026 to celebrate.
Old Business
Playground Update- Playground is ~ 65% complete with exceeding expectations with the weather. Thank you to the sponsors and Volunteer helpers working throughout the weekend.
Expected Ribbon Cutting on Saturday May 31st at 4PM.
RFP-Interior Painting of Town Hall and Replacement of Front door. Motion to approve moving forward by Councilwoman Lusher Shute, Seconded by Councilman Gildersleeve. All in Favor So Carried
Grader Auction- 1966 Grader will be going up for auction
Sales Tax-~ $147,000- up ~ 5%
New Business
Local Law Zoning & Subdivision updates-Public Hearing held immediately prior to this meeting:
Local Law #2 of 2025-Ammending the Zoning Code of the Town of Clermont. Motion to approve by Councilwoman Lusher Shute, Seconded by Councilman Gildersleeve. All in Favor So Carried. Town Board members polled.
Local Law #3 of 2025-Ammending the Subdivision Regulations of the Town of Clermont. Motion to approve by Councilman Desmond, Seconded by Councilwoman Lusher Shute. All in Favor So Carried. Town Board members polled.
Stipulations of Settlement-
Authorized Attorney for Town of Clermont to proceed with agreements as follows:
Spiess– Motion to approve by Councilwoman Brownson, Seconded by Councilman Desmond. All in Favor So Carried.
Four Paws– Motion to approve by Councilman Desmond, Seconded by Councilwoman Brownson. All in Favor So Carried.
Short Term Rental Workshop to be held on Monday May 19th, 2025 at the Town Hall.
Supervisors Report
Solid Waste Subcommittee Continues to work on ways to Cut costs.
CEO/Building Inspector Certificate for completing latest course. Continuing Education Credits completed for 2025
Thank you to all Volunteers, Businesses and Highway Department for helping to build the Playground at Hettling Park.
Dawn-Grant submission to Iroquois Foundation for installation of Section of Guardrail between parking area and Playground.

Motion to pay General abstract #5 Vouchers #103-122 $8036.39 By Councilman Gildersleeve Seconded by Councilman Desmond. All in Favor. So carried.
Motion to pay Highway abstract #5 Voucher #42-53 $11646.04 By Councilwoman Brownson Seconded by Councilman Desmond. All in Favor. So carried.
*** Motion to approve signing of letter of support for Jem Pickard to apply for Grant for Climate Smart by Councilwoman Brownson, Seconded by Councilman Desmond. All in Favor So Carried.
Public Communication/Comments to Board-None.
Executive Session:
Motion to enter executive session at 8:18 PM by Councilwoman Lusher Shute Seconded by Councilman Gildersleeve. All in Favor. So carried.
There will be no additional business for the Town Board after executive session.
Motion to exit executive session at 8:40PM by Councilman Gildersleeve Seconded by Councilman Desmond. All in Favor. So carried.
