CLERMONT PLANNING BOARD

November 9, 2022

The Clermont Planning Board held its regular meeting on Wednesday, November 19 2022 at 7:30pm at the Town Hall. Those in attendance were Larry Saulpaugh, Tom Jantzen, Jennifer Phillips, Ron Miller, Jesse Cutaia, Mary Howard and Nathan Hempel. Scott Owen, Attorney for the Town, was also in attendance.

After review of the October 12, 2022 minutes, a motion was made by Mary Howard, seconded by Tom Jantzen, to approve the minutes. All in favor. So carried.

Motion was made by Tom Jantzen, seconded by Mary Howard, to close the regular meeting and open the Public Hearing for the Nesel project. All in favor. So carried.

Jeanette and Dennis Nesel, Germantown Beer Farm, 320 County Route 6, Tax ID #190.-1-8-200, came before the Board seeking to add a tasting room to an existing barn. Revision was made to the site plan, adding a fence and moving the parking area to the front. The neighbors were in agreement with the revisions. Motion was made by Mary Howard, seconded by Tom Jantzen to close the Public Hearing, return to the regular meeting and to accept the application as complete. All in favor. So carried.
Scot Owen, Town Attorney, read SEQRA. Mitigating factors are as follows:
a) 6’ high fence, not to exceed 8’ high.
b) Hours of operation Thursday-Sunday, 1pm-7pm
c) Food Truck hours 2pm-7pm
d) Music will end one hour before closing time
Motion was made by Jennifer Phillips, seconded by Tom Jantzen, to declare a negative impact. All in favor. So carried. Motion to approve the application as written was made by Ron Miller, seconded by Tom Jantzen. All in favor. So carried.

Franz Safford, 40 Langridge Road, Tax Map ID #201.-1-26.121, #201.-1-26.112, represented by Jeremy Franz, came before the Board regarding ground mount solar panels. Motion was made by Jennifer Phillips, seconded by Nathan Hempel, to accept the application contingent on the lot line adjustment, deed description, and a new survey. All in favor. So carried. Motion was made by Nathan Hempel, seconded by Jesse Cutaia, to set the Public Hearing for December 14, 2022. All in favor. So carried.

Daric Schlesselman, Van Burnt Stillhouse, 1931 Route 9, Tax ID #181.0-1-12, came before the Board seeking the requirements for a distillery. The Applicant will return with further information

ELP Roe Jan Solar Project, Mill Road, Motion was made by Mary Howard, seconded by Tom Jantzen, to grant a 6 month extension to the ELP solar project located on Mill Road. Further extension requests will require an appearance before the Board.

With no further business, a motion was made by Jennifer Phillips, seconded by Nathan Hempel. All in favor. So carried. The meeting adjourned at 9:05pm.

Town Board Meeting
November 7th, 2022

The Clermont Town Board held their regular monthly meeting on Monday November 7th, 2022 at the Town Hall. Those presents were Councilman Robert Desmond, Councilman Kris Gildersleeve, Councilwoman Dawn Brownson and Councilwoman Lindsey Lusher Shute. Supervisor Staats was absent due to illness.

1. Call Meeting to Order @7PM by Councilman Desmond with the Pledge of Allegiance.
   • Moment of Silence observed for former town videographer Fred Cartier
   • Presentation of Flag to commemorate Veterans Day by Lauren Williams Commander of Jennings Willets American Legion Post 346. American Legion unable to have ceremony in Clermont however the local boy scouts are expected to Raise the Flag. Councilwoman Lusher Shute will be in attendance for the town.
2. Approval of prior Town Board Meeting Minutes-
   • Approval of October Minutes, Motion to accept by Councilman Gildersleeve, Seconded by Councilwoman Lusher Shute. All in Favor So Carried

     • Estimate for fall clean up $2493.75-Discussion regarding selection process etc. Motion made to accept estimate by Councilwoman Brownson, Seconded by Councilwoman Lusher Shute. All in favor.
     • Multiple estimates for groundskeeping for 2023
     • Park Committee would like to present at December Meeting
     • Generous Donor has pledged $5000 for matching donations through December 1st. The committee has raised so far ~ $1000.

   • 2023 Budget-Public Hearing completed prior to Board meeting
     • Councilman Desmond read the Budget Highlights-Motion made to accept 2023 budget by Councilman Gildersleeve, Seconded by Councilwoman Lusher Shute. All in favor.
     • Tractor Purchase approximately $113,000. Motion to approve by Councilman Gildersleeve, Seconded by Councilwoman Lusher Shute. All in Favor
     • Surplus of old tractor when new tractor is functional. Motion to approve Councilman Gildersleeve, Seconded by Councilwoman Brownson

7. Supervisors Report- NONE
   • Village Green will be hosting the election day dinner on Tuesday, November 8th at community house. Ham, Scalloped Potatoes Carrots and Desert 4-7PM.

Public Communication/Comments to Board-

A thank you from town resident Phyllis Heiko to the Town Board for their continued support of the Park Committee. It is the Town Boards responsibility to continue to financially take care of the Park.

Ray Tousey-Read information provided by Livingston Neighbors Assoc regarding Pleasantvale Bridge and the expected schedule for replacement.

Mary Howard has asked for the old Green/Metal very Heavy table be replaced-Provided estimates.

PUBLIC HEARING 2023 BUDGET
NOVEMBER 7, 2022

The Clermont Town Board held the 2023 Budget Public Hearing on Monday, November 7. 2022 at 6:45 P.M. at the Town Hall.

Those in attendance were Councilman Robert Desmond, Councilman Kris Gildersleeve, Councilwoman Dawn Brownson and Councilwoman Lindsey Lusher-Shute. Supervisor Staats Absent due to illness.

Councilman Desmond opened the public hearing for the 2023 Budget and read the 2023 budget Highlights.

Total Budget $1,094,642

General Budget $566,877

Highway Budget $527,765

~ $29,000 budgeted from general and highway fund balances

Tax rate per thousand .36 Down from .43

No tax increase 2023

Arpa funds allocated for New truck and Comprehensive Plan-All Arpa funds used

New Tractor budgeted $113,000

Turkey Hill Road repairs $100,00

Councilman Desmond opened up the floor for any comments or questions on the 2023 budget.

No public comments.

The hearing was closed at 6:49 P.M.
