Agenda Date: December 26, 2023

1. Call Meeting to Order 6:30PM Supervisor Raymond Staats with the Pledge of Allegiance. Those presents were Supervisor Staats, Councilman Robert Desmond, Councilman Kris Gildersleeve, Councilwoman Dawn Brownson. Councilwoman Lusher Shute was not in attendance.

2. Committee Reports
   • Councilman Desmond-Flooding reported on both Buckwheat Bridge Road and Ford Road in the most recent storm
   • Councilwoman Brownson-~ $5400 raised in the Park Fundraiser, Fundraiser open until 12/31/23
   • Councilman Gildersleeve-Computer anti-virus available for download on town equipment.
   • Supervisor Staats-Fingar Insurance unable to attend for presentation, Quote provided was for $21,481 Increase of ~ $1200.00. Supervisor Staats will request that they come and present at the Organizational meeting.

NEW BUSINESS:

Supervisor Staats introduced the following Budget Amendments and Transfers to balance the accounts:

General Budget Amendment #1 of 2023 to balance accounts in the General Fund in the amount of $ 70,539.00 Motion made by Councilwoman Brownson, seconded by Councilman Desmond. All in favor. So carried.

Highway Budget Amendment #1 of 2023 to balance accounts in the Highway Fund in the amount of $ 109,574.00 Motion made by Councilman Gildersleeve, seconded by Councilwoman Brownson. All in favor. So carried

Motion To Pay Abstracts

1. Motion to pay General abstract #13 Vouchers #331-345 $16358.12 By Councilwoman Brownson Seconded by Councilman Gildersleeve. All in Favor. So carried.
2. Motion to pay Highway abstract #13 Vouchers # 148-157 $8,373.00 By Councilman Desmond Seconded by Councilwoman Brownson. All in Favor. So carried.

Resident and Comp Plan Committee Chairperson Mary Howard provided a reminder of Comprehensive Plan presentation on Tuesday, January 2nd 6PM and Public Hearing @ 6:30PM. Park Fundraising update amount $5431. Mary Howard provided match check in the amount of $5000 to Supervisor Staats.

Motion to adjourn at 6:54 PM by Councilman Gildersleeve Seconded by Councilwoman Brownson. All in Favor. So carried.

A motion was made to re-open the meeting at 7:08 PM for unattended business.

• A motion was made by Councilman Desmond, seconded by Councilman Gildersleeve to transfer $50,000.00 to Highway Capital Reserve 9950.9 All in favor. So carried.

A motion was made to adjourn by Councilman Gildersleeve, seconded by Councilwoman Brownson at 7:09 P.M. All in favor. So carried.

CLERMONT PLANNING BOARD
December 13, 2023

The Clermont Planning Board held its regular meeting on Wednesday, December 13, 2023 at 7:30pm at the Town Hall. Those in attendance were Larry Saulpaugh, Mary Howard, Jennifer Phillips, Tom Jantzen, Ron Miller, Jesse Cutaia, and Nathan Hempel. Matthew Griesemer, Town Attorney, was also in attendance.

After review of the November 8, 2023 minutes, motion was made by Ron Miller, seconded by Jennifer Phillips to approve the minutes. All in favor. So carried.

There was no old business.

Billy Cole, 9G North Storage, 3571 Rt 9G, Tax ID #190.-1-31, came before the Board regarding an amendment to the previously approved site plan. He is seeking to have the remaining storage buildings to be climate controlled. The electric supply for the climate controlled buildings would be underground from the existing office/storage building. The Applicant will return with further information.

Mary Howard discussed the two updates for the proposed Comprehensive Plan for the Town. The first update included the revision of public transportation for the area. The second update referred to the addition of sidewalks in the Hamlet Plan of 2006. If sidewalks are part of a future project, the owner of the subject property would be responsible for the installation and maintenance of the sidewalk adjacent to their property.

With no further business, a motion was made by Mary Howard, seconded by Jennifer Phillips, to adjourn. All in favor. So carried. The meeting adjourned at 8:15pm.

Town Board Meeting
December 4th, 2023

The Clermont Town Board held their regular monthly meeting on Monday December 4th, 2023 at the Town Hall. Those presents were Supervisor Staats, Councilman Robert Desmond, Councilman Kris Gildersleeve, Councilwoman Dawn Brownson and Councilwoman Lindsey Lusher Shute.

1. Call Meeting to Order @7PM by Supervisor Staats with the Pledge of Allegiance.
2. Approval of prior Town Board Meeting Minutes-
   • Approval of November Minutes, Motion to accept by Councilman Desmond, Seconded by Councilman Gildersleeve. All in Favor So Carried
3. Written communications/Mail review

• Mail Review-
  • Communication read from Local Resident and Zoning Board chairman Hank and Carisse Himelright regarding recent chimney fire/fire department response and potential issue with access due to parking in roadway by nearby residences. Supervisor Staats will speak to Code Enforcement officer to determine path forward.
  • Supervisor Staats thanked the Fire Department for their quick response and ability to extinguish the fire quickly.
  • K.I.S.S Document recycle bin available at Town Hall free of charge to residents until 12/9/23-Will be available for 2 wks. span quarterly in 2024-Dates will be posted

4. Committee Reports and Updates
   • Bob-Report on Highway department-
     • Christmas Lights have been put up at Town Hall.
     • Fox Lane-Tyler and George have been working on list of issues to be addressed before the Town will acquire responsibility for the roadway
     • Park Fence damaged during recent storm from a hit by a car, significant damage to car/operator unknown. Tyler will seek estimate for repairs of fence from Roma Fence, likely will not cost more than the insurance deductible.
   • Lindsey
     • Benches to be placed
     • Bike Racks will be a 2024 project
     • Playground committee recent meeting-Will likely have presentation for February Town Board meeting
     • Estimate for Radar speed signs, application would need to be made to DOT and there are several steps to the process for approvals. Question arose regarding where they would be placed and which roads are the priority
   • Kris
     • Code Enforcement/Building Inspectors laptop needs to be set up with the new printer
   • Dawn
     • Bank of Greene County grant applications 12/1/23 through 1/15/24. All entities entitled to $250 up to $2500.00
     • Comprehensive Plan approval will trigger ability to receive grant towards cost of Plan

5. Old Business
   • Chris Nolan presented regarding the search for the artifacts and information from the Iroquois Pipeline dig many years ago. The artifacts are located in Syracuse in the archives. Chris read significant portions of the report. Discussion followed regarding the potential to make that a Town Park back in the Late 80’s and early 90’s. It is believed that that location would be too much of a liability to the Town at that time. Chris will forward the report to the Town Board and Clerk.
   • Park update-
     • Fundraiser will be held @ Lasting Joy Brewery
   • Comprehensive Plan update-
     • Final tweaks to the plan will be made Monday, December 11th at 7PM via Zoom, Mary will be at Town Hall
     • Public Presentation and Public Hearing will be held prior to January Town Board and Organizational meeting.
   • Mortgage Tax Review-
     • Latest check $22806.80 approximately $3-4000. Under plan
     • Interest $5448.00 in interest in the last month-Thank you to Bank of Greene County for working with us to increase the interest rate.

6. New Business
   • Establish public hearing date for Comprehensive Plan
     • January 2nd-Presentation at 6PM, Public Hearing at 6:30PM-Public notice will be posted

November 8, 2023

The Clermont Planning Board held its regular meeting on Wednesday, November 8, 2023 at 7:30pm at the Town Hall. Those in attendance were Larry Saulpaugh, Mary Howard, Jennifer Phillips, Tom Jantzen, Ron Miller, and Nathan Hempel.

After review of the October 11, 2023 minutes, motion was made by Mary Howard, seconded by Jennifer Phillips to approve the minutes as corrected. All in favor. So carried.

There was no old business.

There was no new business.

Mary Howard gave an update on the proposed Comprehensive Plan.

With no further business, a motion was made by Mary Howard, seconded by Jennifer Phillips, to adjourn. All in favor. So carried. The meeting adjourned at 8:10pm.

Town Board Meeting
November 6th, 2023

The Clermont Town Board held their regular monthly meeting on Monday November 6th, 2023 at the Town Hall. Those presents were Supervisor Staats, Councilman Robert Desmond, Councilman Kris Gildersleeve, Councilwoman Dawn Brownson and Councilwoman Lindsey Lusher Shute.

1. Call Meeting to Order @7PM by Supervisor Staats with the Pledge of Allegiance.
2. Presentation by Germantown Central School Superintendent Bragg and Business Administrator regarding GCS Capital Project. Handouts were provided with key information, timelines and dates. Public Hearing will be held on November 15th, 2023 at 6:30PM. Bond Vote will be held on December 19th, Noon to 9PM. A public comment and Q&A session followed.
3. Approval of prior Town Board Meeting Minutes-
   • Approval of October Minutes, Motion to accept by Councilman Desmond, Seconded by Councilwoman Gildersleeve. All in Favor So Carried

     • Recycle copier (s)- He has been unable to connect salesman regarding removal due to a series of missed calls and Vacation.
   • Dawn-
     • No response on the historic value of the doors at Town Hall yet
     • AEDs seem to run approximately $1700, more information will be available at December’s meeting
     • Thank you to Chris Nolan for stepping in and assisting with the artifact investigation

6. Old Business
   • Park update-All plantings are done. Thank you to Denis Collins and volunteers for clean up? We will wait and see how the flowers bloom Spring/Summer 2024. Lehans is done for the season.
   • Mary Howard provided update on progress for Comprehensive Plan-
     • Draft out for review, public hearing to be held on Monday, November 13th. Additional public hearing for adoption most likely will be in January 2024. The Comp Plan will need to go to the County for review prior to adoption. Discussion regarding sidewalks/crosswalks and the need for a traffic study.
   • Stahl Bridge Update- Timeline
     • Bid Opening 11/9/23
     • Project start March/2024
     • Project completion November/2024
   • Revenue update-
     • Sales Tax check $165,256, just short of 2022

Motion made to adopt Local Law 1 of 2023 by Councilman Gildersleeve, Seconded by Councilwoman Brownson, Town Board polled. All in favor. So Carried.

Motion made to adopt Local Law 2 of 2023 by Councilwoman Brownson, Seconded by Councilwoman Lusher Shute, Town Board polled. All in favor. So Carried.

1. Local Law 3 of 2023- A local law establishing income levels for real property tax exemptions for volunteer firefighters and ambulance workers pursuant to 466-A of the Real Proper Tax Law -Public Hearing held prior to board meeting

Motion made to adopt Local Law 3 of 2023 by Councilman Desmond, Seconded by Councilwoman Lusher Shute, Town Board polled. All in favor. So Carried

Supervisor Staats read the Budget Highlights-Motion made to adopt 2024 budget by Councilman Desmond, Seconded by Councilwoman Lusher Shute. All in favor.

1. Motion made to re appoint Jennifer Phillips to the Smart Climate County task force for a 2-year term by Councilwoman Lusher Shute, Seconded by Councilman Desmond. All in Favor. So Carried.
2. Motion made to re appoint Mary Howard to the Board of Assessment Review for the term ending 9/30/2028 by Councilwoman Lusher Shute, Seconded by Councilman Gildersleeve. All in Favor. So Carried.

   • County Budget report will be at December meeting
   • Thank you to the Town Custodian Barbra Rivenburg. The building is always cleaned and decorated.
