CLERMONT PLANNING BOARD
November 8, 2023

The Clermont Planning Board held its regular meeting on Wednesday, November 8, 2023 at 7:30pm at the Town Hall. Those in attendance were Larry Saulpaugh, Mary Howard, Jennifer Phillips, Tom Jantzen, Ron Miller, and Nathan Hempel.

After review of the October 11, 2023 minutes, motion was made by Mary Howard, seconded by Jennifer Phillips to approve the minutes as corrected. All in favor. So carried.

There was no old business.

There was no new business.

Mary Howard gave an update on the proposed Comprehensive Plan.

With no further business, a motion was made by Mary Howard, seconded by Jennifer Phillips, to adjourn. All in favor. So carried. The meeting adjourned at 8:10pm.

Town Board Meeting
November 6th, 2023

The Clermont Town Board held their regular monthly meeting on Monday November 6th, 2023 at the Town Hall. Those presents were Supervisor Staats, Councilman Robert Desmond, Councilman Kris Gildersleeve, Councilwoman Dawn Brownson and Councilwoman Lindsey Lusher Shute.

1. Call Meeting to Order @7PM by Supervisor Staats with the Pledge of Allegiance.
2. Presentation by Germantown Central School Superintendent Bragg and Business Administrator regarding GCS Capital Project. Handouts were provided with key information, timelines and dates. Public Hearing will be held on November 15th, 2023 at 6:30PM. Bond Vote will be held on December 19th, Noon to 9PM. A public comment and Q&A session followed.
3. Approval of prior Town Board Meeting Minutes-
   • Approval of October Minutes, Motion to accept by Councilman Desmond, Seconded by Councilwoman Gildersleeve. All in Favor So Carried

     • Playground committee will meet in person at Town Hall on 11/19 at 1PM
   • Kris
     • Recycle copier (s)- He has been unable to connect salesman regarding removal due to a series of missed calls and Vacation.
   • Dawn-
     • No response on the historic value of the doors at Town Hall yet
     • AEDs seem to run approximately $1700, more information will be available at December’s meeting
     • Thank you to Chris Nolan for stepping in and assisting with the artifact investigation

6. Old Business
   • Park update-All plantings are done. Thank you to Denis Collins and volunteers for clean up? We will wait and see how the flowers bloom Spring/Summer 2024. Lehans is done for the season.
   • Mary Howard provided update on progress for Comprehensive Plan-
     • Draft out for review, public hearing to be held on Monday, November 13th. Additional public hearing for adoption most likely will be in January 2024. The Comp Plan will need to go to the County for review prior to adoption. Discussion regarding sidewalks/crosswalks and the need for a traffic study.
   • Stahl Bridge Update- Timeline
     • Bid Opening 11/9/23
     • Project start March/2024
     • Project completion November/2024
   • Revenue update-
     • Sales Tax check $165,256, just short of 2022
     • Mortgage tax down for the year latest check $22806

7. New Business
   • Local Law 1 of 2023-A local law establishing income levels for real property tax exemptions for senior citizens -Public Hearing held prior to board meeting

Motion made to adopt Local Law 1 of 2023 by Councilman Gildersleeve, Seconded by Councilwoman Brownson, Town Board polled. All in favor. So Carried.

1. Local Law 2 of 2023- A local law establishing income levels for real property tax exemptions for persons with disabilities and limited income -Public Hearing held prior to board meeting

Motion made to adopt Local Law 2 of 2023 by Councilwoman Brownson, Seconded by Councilwoman Lusher Shute, Town Board polled. All in favor. So Carried.

1. Local Law 3 of 2023- A local law establishing income levels for real property tax exemptions for volunteer firefighters and ambulance workers pursuant to 466-A of the Real Proper Tax Law -Public Hearing held prior to board meeting

Motion made to adopt Local Law 3 of 2023 by Councilman Desmond, Seconded by Councilwoman Lusher Shute, Town Board polled. All in favor. So Carried

1. 2024 Budget-Public Hearing completed prior to Board meeting

Supervisor Staats read the Budget Highlights-Motion made to adopt 2024 budget by Councilman Desmond, Seconded by Councilwoman Lusher Shute. All in favor.

Surplus of old tractor when new tractor is functional. Motion to approve Councilman Gildersleeve, Seconded by Councilwoman Brownson

1. Motion made to re appoint Jennifer Phillips to the Smart Climate County task force for a 2-year term by Councilwoman Lusher Shute, Seconded by Councilman Desmond. All in Favor. So Carried.
2. Motion made to re appoint Mary Howard to the Board of Assessment Review for the term ending 9/30/2028 by Councilwoman Lusher Shute, Seconded by Councilman Gildersleeve. All in Favor. So Carried.

8. Supervisors Report-
   • County Budget report will be at December meeting
   • Thank you to the Town Custodian Barbra Rivenburg. The building is always cleaned and decorated.

9. Motion To Pay Abstracts
   • Motion to pay General abstract #11 Vouchers #271-300 $38,944.16 By Councilman Gildersleeve Seconded by Councilwoman Lusher Shute. All in Favor. So carried.
   • Motion to pay Highway abstract #11 Vouchers #127-140 $7,836.65 By Councilwoman Lusher Shute Seconded by Councilwoman Brownson. All in Favor. So carried.
   • Motion to pay Trust & Agency abstract #4 Vouchers #6-9 $648.99 By Councilwoman Brownson Seconded by Councilman Gildersleeve. All in Favor. So carried.
   • Motion to pay General Prepaid abstract #11A Vouchers #268-270 $222.83 By Councilman Desmond Seconded by Councilman Gildersleeve. All in Favor. So carried.

Comprehensive Plan-No invoice since August

Considerably less traffic on Commons Road with Stahl Bridge Closed

Will the sign out front be repaired/cleaned. Included in budget to be replaced.

October 25, 2023

The Clermont ZBA held its regular meeting on Wednesday, October 25, 2023 at 7:30pm at the Town Hall. The meeting started with a salute to the flag. Members attending were Luke Kumburis, Ben Peacock, Don Van Wagner, and Lee Gallant. In the absence of Hank Himelright, Luke Kumburis conducted the meeting.

Luke Kumburis asked if anyone had any additions, corrections or omissions to the minutes of the last meeting, August 23, 2023. A motion was made by Lee Gallant, seconded by Don Van Wagner, to approve the August 2023 minutes. All in favor. So carried.

Discussion was held regarding moving the date of The November 2023 meeting from November 22 to November 29 due to Thanksgiving. Motion was made by Lee Gallant, seconded by Don Van Wagner, to move the November 2023 to November 29, 2023. All in favor. So approved.

With no other business, motion was made by Don Van Wagner, seconded by Ben Peacock, to adjourn. The meeting adjourned at 7:45pm.

CLERMONT PLANNING BOARD

October 11, 2023

The Clermont Planning Board held its regular meeting on Wednesday, October 11, 2023 at 7:30pm at the Town Hall. Those in attendance were Larry Saulpaugh, Mary Howard, Jennifer Phillips, Tom Jantzen, Jesse Cutaia, and Nathan Hempel.

After review of the September 13, 2023 minutes, motion was made by Nathan Hempel, seconded by Tom Jantzen, to approve the minutes as correctioned. All in favor. So carried.

There was no old business.

Billy Cole, 3541 Route 9G, Clermont, Tax Map ID#190.-1-4, came before the Board seeking information regarding using Building #4 at the self storage units for a climate controlled environment. Spray foam insulation, radiant heat and air conditioning would be installed. He was referred to the ZBA for clarification of the proposed change. He will return to the Planning Board with further information.

With no further business, a motion was made by Mary Howard, seconded by Nathan Hempel, to adjourn. All in favor. So carried. The meeting adjourned at 8:10pm.

     • Reached out to Architectural Historians regarding front doors to Town Hall
